Request for Proposal for Consulting Services <br />Park Master Plan Update <br />City of Roseville, Minnesota <br />July 22, 2005 <br />The City of Roseville invites qualified park planning firms to submit a proposal, including a fee <br />schedule, for consulting services to prepare a comprehensive update of Rosevil.le's Park and <br />Recreation System Master Plan. The updated Park and Recreation System Master Plan must: <br />• Establish a clear vision for the Roseville park, recreation, open space, cultural, historical, <br />preservation, public art, trail and bikeway systems (hereinafter. . referred to as the <br />"System") developed to meet future community needs. <br />• Establish a detailed implementation program for achieving the plan's vision including <br />developing individual park master plans, producing all construction documents, <br />recommend construction phasing, estimates of annual costs and funding'sources <br />• Establish documented capital funding priorities for improvements and acquisitions to the <br />System <br />• Establish documented programming priorities for the recreation, historical and cultural <br />systems <br />• Evaluate existing Park System features, amenities and services related to peer <br />communities and accepted national standards.to identify problems and potentials <br />• Identify the Park System needs, desires and interests of the community today and in the <br />future based on anticipated demographic, economic: andsociologic changes <br />• Establish documented policies and priorities for preserving and restoration of existing <br />natural features and amenities for the benefit of the community as a whole <br />• Include extensive community involvement <br />I. Park:and:Recreation System Profile <br />Roseville Parks and Recreation maintains 30 parks, 679 acres of parkland and open space, 67 <br />miles of trails and walkways; manages'a,variety of recreation., leisure and sport facilities and <br />offers thousand of recreation and leisure programs and events and services annually. <br />Roseville Parks and Recreation. is a dynamic organization that works to develop, plan, promote <br />and manage a variety of recreation activities and facilities to meet community preference and <br />needs. <br />Roseville Parks and Recreation understands that quality of life is vital to the residents of <br />Roseville.
