IL Parks and Recreation Mission Statement <br />The following mission statement should serve as a overall guide for undertaking the park master <br />plan update: Roseville Parks and Recreation is organized to benefit all citizens of Roseville; to <br />plan, develop, promote and supervise a variety of recreational activities and facilities ofsufficient <br />quantity and quality to meet community preference and needs and to preserve and enhance the <br />natural resources of the community. As citizens and customers you deserve the best possible <br />service, programs and facilities! We, the Roseville Parks and Recreation department, promise to <br />do everything possible to cheerfully and respectfully serve you by providing clean, safe facilities; <br />enjoyable, safe programs; and timely and effective services, which includes, listening and <br />responding to your suggestions and concerns. <br />III. Scope of Work <br />The consulting firm must provide the following services: <br />• Establish a clear vision for the Roseville park, recreation, open. space, cultural, historical, <br />preservation, public art, trail and bikeway systems.(hereinafter referred to as the <br />"System") developed to meet current and future community needs' .' <br />• Establish a detailed implementation program for achieving the plan's vision including <br />developing individual park Master Plans, producing all construction documents, <br />ents, <br />recommend construction phasing, estimates of annual costs and funding sources <br />• Establish documented capital funding priorities for improvements and acquisitions to the <br />Park System <br />• Establish documented programming priorities for the recreation, historical and cultural <br />systems <br />• Evaluate existing System features, amenities and services related to peer communities <br />and accepted national standards to identify problems and potentials <br />• Identify the Park System needs, desires and interests' of the community today and in. the <br />future based on anticipated: demographic, economic a sociologic changes <br />• Establish documented policies and priorities for preserving and restoration of existing <br />natural features and amenities for the benefit. of the community as a whole <br />• Update definitions and standardsfor the City park system including: general terms, <br />general standards, park classifications and park facilities <br />• Establish policies and priorities for preserving natural features and amenities for the <br />benefit of the community as a whole <br />• Develop guidelines`for public art programs and investments <br />• Analyze existing City. documents for integration of relevant information <br />• Coordinate the system: plan update with 2008 City Comprehensive Plan update and other <br />recent planning efforts <br />• Prepare goals, objectives and implementation actions for the System for inclusion in the <br />system plan and:2008 City Comprehensive Plan update <br />• Solicit extensive public input from residents, businesses and stakeholders through a <br />variety of tools including surveys, public forums, workshops and focus groups. Define <br />significant stakeholder groups and identify their role in the planning process <br />• Facilitate input from a Park Master Plan Update Citizen Task Force to assist with the <br />Park Master Plan Update. The citizen task force shall provide input on: park needs, <br />program needs, financing of park improvements/acquisitions, needs for additional park <br />facilities (e.g. community center, additional indoor ice sheet, mountain biking, archery <br />range, indoor tennis, bike trails, etc.) The citizen task force shall consist of.- <br />- <br />f:- City Council Members? <br />- Parks and Recreation Commission Members? <br />Page 2 of 12 <br />
