i. Sewer and Water: Sewer and water will be provided by a water main and sanitary <br />sewer connection located under Langton Lake Drive. <br />j. Private Utilities: The private utilities, such as electricity, cable, telephone, and. natural <br />gas, will be designed and coordinated through the Public Works Department to be <br />underground and utilize a joint trenching system, where applicable. <br />k. Parkland: Because the property is required to be "replatted," park dedication may be <br />required consistent with State Statutes 462.358 and §1203.07 of the Roseville City <br />Code. <br />10.0 STAFF COMMENTS: <br />10.1 On July 2, 2008, the Planning Commission reviewed a sketch. plan of this project (see <br />attached minutes). Representatives from United Properties presented their concept for <br />this project. Overall, commissioners offered their support for the project as a nice <br />addition to the neighborhood and that there is positive appeal for people in planned senior <br />cooperative to be able to remain in the same neighborhood when needing to move on to <br />an assisted living facility. <br />11.0 STAFF RECOMMENDATION:. <br />11.1 The Planning Staff recommends APPROVAL of the REZONING of 2990 and 2996 <br />Cleveland Avenue North and the APPROVAL of the PRELIMINARY PLAT and <br />GENERAL CONCEPT PLANNED UNIT DEVELOPMENT for the property at 2990, <br />2996, 3008, and 3010 Cleveland Avenue North for a 93 -unit assisted -living facility by <br />United Properties with the following conditions: <br />a. The Planning Division will work with the applicant on setting back the building <br />further from the rear property line, with a goal to achieve a 20 -foot setback. <br />b. The proposed assisted -living facility, shall provide a minimum of 81 on-site spaces <br />of which a minimum of 46 shall be underground. <br />C. The submittal of final grading, drainage, and utility plans must be reviewed and <br />approved by the Public Works Department. This review may include <br />consideration by the Public Works, Environment, and Transportation Committee <br />(PWETC). <br />d. The Planning Division will work with the applicant on addressing a gateway <br />element at Cleveland Avenue and planned Langton Lake Drive and pedestrian <br />friendliness along Cleveland Avenue. <br />e. The Roseville Fire Marshall shall approve all fire hydrant locations. <br />f. The submittal of final site and landscape plans to be reviewed by the Planning <br />Division and Parks Department, <br />PF08-020_RPCA_09030890308 Page 7 of 8 <br />
