Parks and recreation Master Planning
The City of Roseville has one of the premier parks and recreation systems in. Minnesota with
approximately 679 acres of parks and open space.
The City park system consists of 30 parks, in addition. to County parks and open space, :Lake Josephine
Park, McCarrons Lake Park and Reservoir Woods Dog Park; along with school facilities complement
our City facilities,
Much of the parks and recreation system was acquired and constructed in the 1960's, 70's and 80's.
Many of these recreation facilities are aging and in need of replacement or updating. New recreation
trends and changing demographics have emerged which may require facility or programming changes.
The City recognizes the importance of its parks and recreation system to quality of life and is in the
process of initiating an effort to update the City Parks and Recreation System Master Plan that was
I nitially completed in 1996. There have been several individual Park Master Plans completed in the
last several years and several updates to the System Plan, but there is a definite need to look at the
entire Parks and Recreation Systern to rake sure we are meeting the needs of the residents and to
update all facilities to today's standards.
The goals of the Parks and. Recreation System Master Plan
• Demonstrate the need for and benefits provided by the Parks and Recreation. Division.
Chart the growth, direction, priorities and agenda for the Division through 2025.
• Demonstrate the Division's alignment with and contributions to achieving the Parks and
Recreation Division Mission and Goals and the Imagine Roseville 2025.
• tdentify community needs and desires.
o Identify sustainable funding sources.
Prioritize park:and recreation system improvements.
This Parks and Recreation System Master Plan will serve as a guide to the future and to set the general
direction for parks and recreation improvements and functions through 2025. The Plan will include a
summary of public input, desires and needs, mission, goals and action plans. This Parks and
Recreation System Master Plan should be viewed as a. living document, to be evaluated and refined on
a regular basis to keep pace with demographic, recreation, funding and other trends as they evolve.
The immediate intent for the document will be to build public momentum leading into the funding and
construction of the facilities identified during the Master Planning process.
