MEMORANDUM <br />MEETING LOCATION IS Roseville City Hall 2660 Civic Center Drive <br />To: Parks and Recreation Commission <br />From: Lonnie Brokke <br />Date: September 28, 2008 <br />Re: Notes for Commission Meeting on Tuesday October 7, 2008 <br />1. Introductions/Public Comment Invited <br />Commissioners and staff will be introduced. Public participation and public comment is <br />encouraged. <br />2. Approval of Minutes of the September 2, 2008 Meeting <br />Enclosed is a copy of the minutes of September 2, 2008. Please be prepared to approve or <br />amend. <br />Requested Commission Action: Approve/amend minutes of the meeting of September 2, <br />2008. <br />3. United Properties Assisted Living Proposal <br />United Properties is the developer that recently had a senior housing project approved near <br />the west side of Langton Lake Park and along Cleveland Avenue. This project was before you <br />to make a recommendation on the park dedication requirement. You recommended cash and <br />the City Council agreed. <br />United Properties recently purchased additional property nearby the approved senior housing <br />project at 2990, and 2996 Cleveland Avenue North to redevelop into a 93 -unit, assisted -living <br />facility. Please refer to the enclosed Request for Planning Commission Action file for further <br />details. <br />The question before the Parks and Recreation Commission is regarding Park Dedication. A <br />recommendation from the Commission is requested to accept either land or cash. In this case <br />it is somewhat related to the previous mentioned senior housing project where you <br />recommended cash. <br />Similar to the request from United Properties on the senior housing proposal, they are asking <br />for consideration to reduce the park dedication fee on the assisted living project, citing that <br />they are smaller units and will be limited in the use of the Park and Recreation System due to <br />immobility? <br />The ordinance indicates that a determination be made as to cash or land or a combination of <br />each with the only consideration for a reduction being in the case of affordable housing <br />situations with an accompanying recommendation from the Housing and Redevelopment <br />Authority (HRA). To my knowledge, there have not been reductions in the Park Dedication fee <br />for assisted living units in the past. <br />Requested Commission Action: Discuss and make a formal recommendation as to cash or <br />land. <br />OVER <br />
