4. Master Plan Request for Proposal (RFP) Continued Discussion <br />Staff is continuing to move forward with a request for proposals (RFP) to lead the Parks and <br />Recreation System Master Plan effort. At your September meeting and subsequently, you <br />provided input and suggestion into the draft of the RFP. Incorporating those suggestions, <br />enclosed is an updated draft. <br />The annual report will be included as a supplement to the RFP to bring light to the current <br />breadth of facilities, numbers in programs, offerings, trends, etc. <br />The next step is to bring the RFP to the City Council for review, input and authorization. <br />Requested Commission Action: Provide comments, suggestions, and make a <br />recommendation. <br />5. Change November Meeting Date <br />Due to the election, your normal first Tuesday of the month meeting in November (4th) will <br />need to be moved. Please check your calendars to see what might work best for everyone. <br />The date that is currently open in the Council Chambers is Thursday November 6th.. Of course, <br />you may meet in another room, another day/date/location or you may postpone the meeting <br />until your December meeting as you have done in the past. Remember that Thursday <br />November 13th is the annual ethics training for all commissions. <br />Requested Commissioner Action: Select a date for your November Meeting. <br />6. Park Dedication Rates Discussion <br />During the past several years the Commission has diligently analyzed the park dedication <br />rates. The per unit cost for residential was extremely low in comparison to similar surrounding <br />communities and the investment and value of the Roseville Parks and Recreation System. The <br />commercial park dedication was comparable. <br />During the past few years the per unit park dedication fee was increased from $500 per unit to <br />$3000 per unit. The Commercial remained at. 5% of FMV. It was a commission consensus that <br />the fees were now appropriate but that an annual discussion would be part of a commission <br />agenda in order to keep it at the forefront to avoid falling behind. <br />This item is included on your agenda, to discuss the current rate and to consider a <br />recommendation. Staff believes that it is at a reasonable rate now and that for this year the <br />commission should consider recommending leaving it as is. <br />Requested Commissioner Action: Discuss the Park Dedication fee and consider a <br />recommendation. <br />7.
