Page 2 <br />Grefenberg raised the issue of changing demographics and the need to consider them in the parks planning,. <br />He suggested adding "that serve all age groups" to the end of Goal #2. He also proposed adding a new Policy <br />42.4 that would promote continued assessment of changing demographics to ensure that all components of <br />the community are served. <br />Pust suggested that these concerns might be better placed in Goal #1 since Goal #2 is focused on adding <br />new facilities. <br />Pust asked for clarification of Policy #3.2. What does it mean to make the entire park system accessible to <br />people with disabilities? She agreed with the basic intent but make to be sure that policy is clear and will be <br />applied. A general discussion about access and needs of disabled followed. Miller said that HKGi and staff <br />will prepare alternative language for this policy. <br />Doherty recommended moving Policy #4.1 to be under Goal #3. Members agreed with the change, but <br />expressed concerns that this leaves Goal #4 without any supporting policies. <br />Grefenberg discussed the importance of open space to the community and park system. He suggested that <br />the Parks and. Recreation. Commission take a greater role in advocating for preservation and creation of open <br />space. <br />Johnson agreed with the issue, but stated that City has no control over open space on private property, <br />Ihlan suggested adding "access to green and open space" to Goal #4. <br />Bakeman said that Goal #5 should be rewritten to be discussion community engagement and citizen input. <br />Pust suggested addressing changing demographics in Policy #5,2. <br />Doherty asked about the potential of integrating Policy #5.2 and #5.3, <br />Miller suggested that Goal #6 was also a place to address open space. <br />Pust asked about the status of the plans listed in Policy #6.2. She suggested that the policy should generally <br />reference use of all adopted natural resource management plans and not limit the policy to specific plans.. <br />Ihlan asked for clarification of "reforestation" in Policy #6.3. <br />Brokke told the Committee that the Parks Department is currently responsible for removal of diseased and <br />hazardous trees in parks and boulevards. There is not a current program for reforestation. <br />Grefenberg suggested that the focus be broadened to include pathways and streets, Miller responded that <br />this issue was best addressed in the Transportation chapter. Grefenberg also raised the issue of non -natural <br />resources (such as buildings and other structures) having importance for preservation purposes, <br />Miller gave a brief overview of park classifications. No changes from current definitions were proposed. <br />Shwiff raised issue of increasing demand for bicycling and jogging related to population changes. How does <br />the plan anticipate these changes? <br />Pust asked where the Oval fit in the park classification system. <br />Johnson noted other non -field athletic facilities not shown in the draft chapter, <br />Bakeman stated that. Lexington Avenue was designated as a special parkway with treatment of trails and <br />streetscape. Where does this fit into the plan? <br />Miller said that HKGi and staff will create better cross-references between Parks, Transportation and other <br />related chapters of the Comprehensive Plan. <br />
