1
Parks and Recreation Department
CAPRA
a irks & Rec<eolfon EDeparlmeM \a R•Y1}dam
To: Chris Miller, Interim City Manager and Finance Director
From: Lonnie Brokke, Director of Parks and Recreation
Date: November 13, 2006
Re: Residential Park Dedication Rate
Background
There are two parts to the current rate structure in the Park Dedication Ordinance
that are established by resolution. First is the residential rate and the second is
the commercial/industrial rate. This memo addresses the residential rate only.
The Park Dedication ordinance was first enacted in 1989 with a residential rate of
$500 per unit. The rate remained there until 2003 when the rate was increased to
$1000 per unit, still remaining at the bottom of the list of comparable communities.
Park Dedication is an impact fee that is created by the increased use of the
Parks and Recreation System and something that the City relies on for
acquisitions, enhancements and upgrades. The monies are placed in a restricted
Park Dedication Fund and cannot be used for maintenance.
Per ordinance each Park Dedication related item is reviewed by the Parks and
Recreation Commission. The fees are set annually by the City Council by
resolution.
