Activities and ele€bents that could be considered during the plaster planning process <br />include camping, a ropes course, cross country ski rental, interpretative exhibits, art fairs, and a <br />marketing campaign to promote the facility. The site has inherent potential for promoting certain <br />educational activities and not others. The educational programs must reflect this potential. <br />Natural Areas Management at HANC <br />The natural areas surrounding the HANG are important for the programs offered to students and <br />the public. Ideally, the wetland and surrounding forest would be in good to excellent condition, <br />offering patrons a chance to experience native plants and ani€pals in their appropriate context. <br />Currently, the wetland has an extensive aniount of the nonnative purple loosestrife and the <br />hydrology of the wetland has been altered, reducing the stability and level of water. The upland <br />forest areas have European buckthorn common., with lesser amounts of the non -natives Siberian <br />eirn and honeysuckle. The Roseville Parks Natural Resources Management Plan was created in <br />2002 and addresses management activities for both wetland and upland areas, and could be <br />integrated into a Facility Master Plan. Key elements that would be undertaken include, <br />o Wetland Restoration. <br />D Monitor water levels <br />D Determine feasibility of installing a water control structure at the west <br />end of the wetland <br />F7 Treating purple loosestrife in a phases approach <br />D Encouraging expansion of purple loosestrife biocontrol agents <br />o Woodland <br />_a Control of invasive/nonnative trees and shrubs <br />D Overseedinglplanting of native wildflowers and grasses <br />Master Plan Development and Process <br />In order to develop and complete the master plan, several steps will occur. Because of its <br />significance to the City of Roseville and FROIIANC, the Master Plan for the Nature Center <br />should be a team effort including interested citizens, surrounding school teachers, Board <br />members, City and Nature Center staff, and the planning consultant. Public input is key to <br />creating a usable and educational destination for a wide cross section of users. We propose to <br />accomplish this by establishing a Stakeholder Task Force which will meet and provide direction <br />during the course of this process. <br />Task 1: Gather Information <br />o Visit Existing Site - We propose to coordinate a facility tour with City and Nature Center <br />staff and the Stakeholder Task Force to better understand the site and opportunities. <br />• Working Base Map - We will compile available base map information provided by the <br />City and Bonestroo into a working base to develop the master plan alternatives. This <br />base will include previous natural resource mapping, trails, gardens, and other site <br />facilities. <br />o Review Background Material and Existing Education Programs - We will work with the <br />city to identify available data on educational program enrollments, facility usage, <br />community demographics, area schools, and other relevant data. <br />
