Mr. A,.ff Evera.sorr
City of Roseville
November 8, 1006
Page 3
Task 2: Workshops
First, the overall goals and objectives including the activities, natural resource management,
educational components, and features to be included in the Nature Center will need to be
established through the Stakeholder Task Force. We believe that the Overall Goals and
Objectives Workshops will be reqs►fired to achieve a unified vision for the Center.
Issues Workshops are also helpful in breaking clown the overall vision into more manageable
tasks with the appropriate stakeholders involved. We propose three to four Issues Workshops:
o One joint workshop
o Recreation/progranrnring
o Natural resource enhancement
Maintenance facility issues
After these workshops are completed, the design team will prepare two different master plan
alternatives to be evaluated by the Stakeholder Task Force. The design alternatives and selected
plan will be reviewed and discussed in separate interactive Technical Review Workshops.
Throughout each workshop, meeting agendas and minutes will be prepared to document
discussions and define outcomes.
Task 3: Community Education and Outreach
In addition to the interested citizens and Stakeholder Task Force representatives, the community
at large needs to be informed of the process and master plan results. We propose working with
the City to provide updated information on project progress via the City's Web site, FROHANC,
City newsletters, and surrounding; schools to provide coverage at the draft: and final plan stages.
We also propose a wel l advertised public open grouse to engage the co►rmiunity and allow for
feedback in the process.
Task 4: Opinion of Probable Cost and Phasing Plans
After- selection of the preferred alternative we will develop a preliminary opinion of probable
construction cost. Recognizing that the entire plan will not likely be developed at once, the
master plan will pay careful attention to phasing the Nature Center improvements over a number
of years as funding becomes available.
The phasing plan will also help prioritize improvements, such as prioritizing the natural
resources so extra money doesn't need to be spent later to control established invasive
populations. This will allow the natural areas to be in better condition once trail improvements
are completed,
Task 5: Formal Presentations
We propose to present the Draft Master Plan for review and comment to Advisory Boards,
Commissions, andlor the City Council as directed by City Staff. We will also prescv the Filial
Master Plans as directed for approval.
Task 6: Funding and Grant Opportunities
As we are experienced in leveraging funds for multiple park and natural resource projects, we
will identify multiple grants that the City and FROHANC can pursue to allocate money for trails,
natural resource management, and educational programs. We will provide figures and project
costs in assisting with grant development.
