5) The City will continue to have a citizen Park and Recreation Commission. Its <br />function is to make recommendations to the Director of Parks and <br />Recreation, City Manager and City Council that carry out the intent and <br />policies of the Park and Recreation Development. The Commission's mission <br />is to: serve as liaison between citizens and the city government, interpret <br />citizen needs and interests and recommend programs, facilities and services <br />to serve the public's interest, understanding and support; keep the general <br />public and public officials informed concerning the status of recreation and <br />parks programs; encourage joint meetings and sharing of information with <br />committees, commissions and organizations throughout the city; and <br />represent the citizens at ceremonial and official events. <br />b) The Park Improvement Program budget request will be $350,000.00 annually. <br />Funds may be expended for park improvements upon request of the Park <br />and Recreation Director, endorsement of the Park and Recreation <br />Commission and authorization by the City Council. <br />7) Additional funds for new development will be required through the Park <br />Dedication Ordinance. The City will place greater emphasis on dedication of <br />cash rather than land in future developments, except where future <br />acquisitions are noted in this plan. Park land or dedication fees will be <br />collected when land is developed, or redeveloped, for residential, <br />commercial and industrial purposes. The City will reexamine its park <br />dedication requirements from time to time in order to assure that dedication <br />formula is in keeping with the rate of inflation. <br />8) The Commission will continue to research, develop and recommend to the <br />City Council and citizens, other funding programs in order to carry out the <br />proposed park and recreation systems needed within Roseville. <br />9) The Commission and staff will continue to recruit and utilize volunteers for <br />help in carrying out the park and recreation programs. <br />10) The City will continue to coordinate and cooperate with the park programs <br />of adjacent communities.
