contribute to the physical and economic health of the community by providing
needed facilities and making Roseville a desirable place to live, work and conduct
business.
Our goals are as follows:
D To offer the highest quality park and recreation system, one that meets the needs of
city residents and is financially practical.
a To complete the development of unfinished parks, refurbish older parks as needed
and acquire lands where recommended in the Plan.
© To construct new recreational facilities identified in VISTA 2000 and keep in good
condition and repair existing parks.
❑ To improve property values, by improving the image and appearance of the City
and enriching health and recreation opportunities for residents.
❑ To promote the City as a desirable place to live, work and recreate.
❑ To use the Park and Recreation Development Plan to guide resource decisions
regarding parks and recreation.
The following guidelines have been recommended by the Park and Recreation
Commission to the City Council based on the above goals:
1) To improve the Park and Recreation System by improving visibility and
accessibility for all Roseville residents.
2) The City will use this Plan to guide park development over the next five
years. The Park and Recreation Commission will each year recommend the
adoption of a five-year Capital Improvements Plan for Parks and Recreation.
3) The City will review and update this Park and Recreation Development
Guide every five years to reflect new and current trends, new development
criteria, unanticipated population densities and any other pertinent factors
that affect park and recreation goals, policies and future direction of the
system.
4) The City will continue to develop park and recreation facilities which
minimize the maintenance demands on the City. This will be done by
emphasizing the acquisition of well planned parks, quality materials, and
labor saving devices and practices.
Roseville Comprehensive Plan -2003 Update Parks and Recreation Page 2 of 17
