A. Introduction <br />The Parks and Recreation Development Plan is part of the Comprehensive Guide <br />Plan that will guide the development of the park system in the City of Roseville. <br />Park and recreation guidelines have been developed in this plan to provide a <br />framework for decisions by city officials. <br />Parks and open spaces serve a number of functions in Roseville. Open spaces help <br />to preserve and enhance the living environment of the community and recreational <br />opportunities are valued for the health and welfare of individuals and for the whole <br />community. Properly located, park and open space lands can control flooding, help <br />to preserve the quality of the surface water, replenish the ground water supply, <br />reduce air pollution and preserve natural resources. Parks also serve as gathering <br />centers, providing a focus in many neighborhoods. They can be used effectively to <br />maintain a "buffer" between conflicting land uses and to beautify the community by <br />linking civic facilities such as schools and parks. <br />For our city to have a complete park and recreation system, it must be planned. We <br />must plan for the suitable amount of park areas and open space. These lands must <br />be located in the proper locations, and contain the appropriate facilities for a <br />particular area. Population and age of residents, as well as changes in such matters <br />as attitude toward the environment, amount of leisure time available, and type of <br />recreational activities preferred will affect the type and location of park and open <br />space facilities that are needed. <br />The existing parks and open spaces within Roseville in 2003 are shown on the <br />inserted city map on the next page. All park land within the City of Roseville is <br />designated as Park and Open Space Districts "POS" and all parcels are zoned as <br />such. A POS district may be owned and/or operated by the City and/or Ramsey <br />County. All improvements within these districts must be consistent with the <br />approved park master plan for the site. There are 28 municipal park areas in <br />Roseville totaling approximately 680 acres. These parks are listed on the Park <br />Amenities Chart, along with their facilities. <br />This Plan, along with the Park Improvement Program Assessment, provides the <br />basis for developing the Capital Improvements Plan. This document is used to set <br />an annual budget for park development. This Plan is a five-year plan and is <br />updated annually. <br />S. Goals and Policies <br />We value our parkland and recreational opportunities that strengthen and enhance <br />community life in Roseville.
