Regular City Council Meeting <br /> Monday,July 14,2014 <br /> Page 5 <br /> Councilmember Willmus advised that his questions of the previous presentation <br /> of this item had been answered by Chief O'Neill, including confirmation of a <br /> nominal administrative cost of$2,000 and program warranty concerns addressed. <br /> Willmus moved, Etten seconded, authorizing the Fire Department to use the <br /> HGACBuy Program for purchase of the replacement fire engine. <br /> Roll Call <br /> Ayes: McGehee; Willmus: Laliberte; Etten; Roe. <br /> Nays: None. <br /> 8. Consider Items Removed from Consent <br /> d. Approve a Resolution Authorizing the City of Roseville to Participate in the <br /> Minnesota GreenStep Cities Program <br /> At request of Mayor Roe, City Manager Trudgeon summarized this request as de- <br /> tailed in the RCA dated July 14, 2014. <br /> Councilmember Laliberte expressed appreciation that this item was coming for- <br /> ward following Councilmember Etten's reference at a previous meeting. Howev- <br /> er, Councilmember Laliberte questioned if the Public Works, Environment and <br /> Transportation Commission (PWETC) had signed off on this or were still work- <br /> ing on it, and if they preferred to bring it back as a presentation and recommenda- <br /> tion. <br /> City Manager Trudgeon advised that it would not be necessary, as the PWETC <br /> had worked on the program, and would continue to do so, and the issue has simp- <br /> ly dropped down on the priority list by default and was not coming forward for fi- <br /> nalization of the agreement to initiate the program toward the next steps. <br /> Councilmember Laliberte expressed interest in always ensuring the City Coun- <br /> cil's advisory commissions were involved and not omitted from the process. <br /> While there is no financial impact for Step 1, Councilmember Laliberte ques- <br /> tioned if future steps or requirements were of impact to the budget, causing the <br /> City Council to reconsider participation or defer future steps, how it would affect <br /> the City's position in the program. <br /> City Manager Trudgeon clarified that there would be some costs for staff time in <br /> documenting information, but if the City continued its same operational methods <br /> and programs, it would not fall behind, as they were generally part of standard <br /> operational procedures. City Manager Trudgeon noted that there may some a <br /> point where the City may opt to strive for more efforts, or there may be a change <br /> in regulations in the future, which could result in a cost savings or increases, and <br /> at that time a policy discussion may be indicated.
