However, Mr. Heiser <br /> clarified that this request currently before the City Council would ensure staff <br /> could continue to work with the building contractor(s) to get door controllers in <br /> place, after which staff could decide the most cost-effective way to complete the <br /> process. Mr. Heiser further clarified that this request did not include purchasing <br /> equipment now and then later discarding it if found not to fit. <br /> Councilmember McGehee stated that part of her problem was that this was dis- <br /> cussed at some length, with the City Council advising staff that they wanted these <br /> amenities, but not designed fully at the front end. Councilmember McGehee <br /> opined that, it seemed to her at the last meeting that DSL was available for some <br /> places, fiber for some and Comcast in others. If staff was guaranteeing that all the <br /> hardware and wiring was absolutely guaranteed to work with any interface even <br /> as new technologies come forward, Councilmember McGehee stated that she was <br /> okay with that. However, absent that guarantee, Councilmember McGehee <br /> opined that this shouldn't be approved; and further opined that fiber into the <br /> City's own system was the best thing for the City and the actual price. Since this <br /> is fairly substantial cost, Councilmember McGehee expressed her interest in <br /> building these operating costs into the Parks &Recreation Department's budget to <br /> provide the system needed by the City and its residents. <br /> Councilmember Laliberte opined that the way the RCA was written, it appeared <br /> that the request pertained to much more than the Arboretum building; and sug- <br /> gested the requested action be reworded accordingly. <br /> Mayor Roe clarified the requested Council action, which provided that clarity, on <br /> page 4 of the RCA, lines 120-132. <br /> Public Comment <br /> Roger Hess 1913 Shady Beach Avenue <br /> Mr. Hess opined that the only way to provide the service is to do so through <br /> Comcast until the City decided to install fiber; and asked that the City Council <br /> look at it that way. Otherwise, Mr. Hess opined, there would be no bandwidth <br /> available for the public; and further opined that it would be more secure for cam- <br /> eras and key entry rather than through wireless, which someone could break into. <br /> Mr. Hess noted that Comcast had video packages available, that may be good or <br /> better than what the City was currently considering, and would already be set up <br /> to run through their internet services. <br /> Etten moved, Willmus seconded, approval of the installation of electronic door <br /> access and video security in park buildings as presented and detailed in the RCA <br /> date July 14, 2014; and installation of fiber to the Muriel Sahlin Arboretum build- <br /> ing at a total cost of $107,440.00 to be taken from the budgeted 2014 Parks & <br /> Recreation Capital Improvement Fund. <br />
