Consideration of a proposed zoning amendment that would add bingo halls as conditional <br />uses in the B-2, B-3, and SC zoning districts and the application of Engel sma Limited <br />Partnership for a conditional use permit for a bingo hall at 2797 Ramline Avenue were <br />continued to the October 9, 1995 City Council meeting. Action to continue this hearing <br />was taken prior to the withdrawal of Western Auto's application for a planned unit <br />development on the Knights of Columbus site on Snelling Avenue. <br /> <br />2. The proposed zoning amendment and Engelsma Limited Partnership's request for a <br />conditional use permit were based on the pending sale of the Knights of Columbus facility <br />and the need for the Roseville Bingo Associations to search for a new location for a bingo <br />hall. The site of the former Berries Market in the Ramline Shopping Center is available <br />and fits the space needs for the bingo operation. As has been previously indicated, <br />tentative arrangement had been made for a lease of this facility should the Knights of <br />Columbus transaction take place. It is for this reason Engelsma Limited, the owners of the <br />Hamline Shopping Center, are requesting a conditional use permit for a bingo hall at the <br />shopping center located at 2797 HamUne Avenue. This application is premised on the idea <br />that the zoning amendment that would add bingo halls as conditional uses in the B-2, B-3, <br />and SC zoning districts would be approved. <br /> <br />3. The proposed ordinance was prepared by the City's legal counsel and is included for <br />Council consideration. <br /> <br />4. The property under ~onsideration for this request for a conditional use permit for a bingo <br />hall is 6.3 acres in size, is zoned SC Shopping Center, and is guided for business purposes <br />in the City's Comprehensive Land Use Guide Plan. The building is 74,220 sq. ft. in size <br />and was approved with 225 parking spaces being provided. The Roseville bingo <br />organizations are interested in leasing approximately 18,000 sq.ft. in this center, the space <br /> <br />1 <br />
