The management group for the <br />shopping center has ipdicated that the bingo patrons will be encouraged to use the parking <br />that is provided on the site behind the building and that the primary access to the bingo <br />hall will be from that portion of the parking lot. They have also indicated that the hours of <br />operation for the bingo hall will not conflict with other tenants in the center. <br /> <br />5, Action on this request must be subject to the adoption of the proposed ordinance that <br />would provide an opportunity for a bingo hall as a conditional use in the B-2, B-3, and SC <br />zoning districts. The City Council has made it clear to the applicants of this request, <br />together with representatives of the bingo organizations, the Knights of Columbus, and <br />Western Auto that moving the bingo location from the Knights of Columbus facility is <br />contingent upon the completion of the land sale transaction for the Knights of Columbus <br />location. <br /> <br />Summary: <br /> <br />1. This multifaceted planning process that has involved the sale of the Knights of Columbus <br />property to Western Auto, the review and approval of a retail planned unit development <br />for that site, amending the zoning ordinance to provide the opportunity for other locations <br />for bingo halls, and the relocation ofthe Roseville bingo from the Knights of Columbus <br />facility to the Hamline Shopping Center, has been the subject of much discussion in City <br />Hall. Each of these steps has been contingent upon the other happening and have been <br />looked at as an entire package. At this point, staff understands that the relationship <br />between the Knights of Columbus and Western Auto has terminated. Therefore, at this <br />time, any action on the proposed ordinance or the Engelsma request for a conditional use <br />permit will not involve the sale of the Knights of Columbus site. <br /> <br />StatT l!ecommendations (Alternative 1 or 2): <br /> <br />Alternative 1. The City Council could adopt the proposed ordinance adding Bingo Halls as <br />conditional uses in the B-2, B-3, and SC zoning districts and approve Engelsma <br />Limited request for a conditional use permit at 2797 Hamline, or <br /> <br />Alternative 2. The City Council could table these hearings indefinitely without prejudices. <br /> <br />Council Action Requested: <br /> <br />Alternative 1.
