Mr. Falk explained that, at the July 12~ 1995,
Planning Commission Meeting, the Commission discussed the Ordinance that would
expand zoning districts where bingo haIls Were permitted by a Conditional Use Permit to
include B2, B3, and shopping center. He explained that this Ordinance would be
necessary to allow the re-Iocation of the existing bingo hall from the Knights of
Columbus Hall on Snelling Avenue to the Hamline Shopping Center on Hamline
Avenue. The Commission continued the hearing on this issue until the August 9th
meeting, requesting additional information and discussion. The Commission was
concerned about additional openings created in the community for bingo halls. The city
staff discussed this maUer with the city attorney's office. The attorney indicated that he
felt there was sufficient strength in the State Statute and city code licensing requirements
to effectively limit the number of bingo haIls in the city. The city is authorized to
prohibit them completely if it so desires. The city attorney also stated that a PUD could
be required~ but that Cj.dministration would be complex and cumbersome. He
recommended adoptihg the original proposed ordinance.

Member Harms asked if an ordinance could allow one bingo license at a time. (The city
code currently does allow only one license at a time.)

6
