<br />"" <br /> <br />Planning Commission Minutes <br />August 9, 1995 <br /> <br />Chairman Wietecki provided a general background regarding the use of a conditional use <br />permit within a shopping center versus that of a PUD. He explained that a PUD would <br />give more authority and provide more restrictions than a conditional use permit in any <br />business district. Member Hanus stated that no other shopping center would be <br />acceptable for a bingo hall in her mind, but this proposal would be acceptable within the <br />Ham line Shopping Center. <br /> <br />Member Rhody asked where bingo halls are currently allowed in a B 1 zone. City Plarmer <br />Falk pointed out the locations on the zoning map for Bland B2 districts. Member <br />Sandstrom commented that this may be a rare situation where the city should promote <br />"spot rezoning." He asked what type of criteria should apply when a rezoning or <br />conditional use permit for a bingo hall is applied for. Member Rhody stated that he was <br />concerned about the use of a PUD and that more time may be needed to consider this <br />alternative. Chairman Wietecki stated that a pun should be guided by the underlying <br />zoning uses. Member Rhody stated that the basis to say "no" to bingo halls is in the city <br />license for such activities. <br /> <br />Mary Zimery, representing the Roseville Skating Club, stated that a PUD would tie the <br />hands of the bingo operators and would restrict their area, Each charity must go through <br />the licensing process, More bingo halls in Roseville would put the original bingo hall out <br />of business. The original ordinance was geared to small bingo parlors, and is more like a <br />theater or entertainment center. <br /> <br />John Owens, 1345 Skillman, representing the Knights of Columbus, stated that the city <br />code calls for one gambling hall in Roseville. A gambling hall with two licenses or more <br />must be licensed by the city and the state. The current licensees run a clean operation. A <br />second gambling hall simply will not be supported in Roseville. <br /> <br />Jim Smith, Kraus Anderson, stated that Kraus Anderson would not open the bingo hall if <br />required to apply for a PUD because it would put more restrictions on the Hamline <br />Center. <br /> <br />Chairman Wietecki stated that the PUD could be restricted to that area of the Center <br />where the bingo hall is placed. Paul Bauer, Roseville Youth Hockey, stated the <br />ordinance would require a conditional use permit and a license which is adequate for <br />control. Tim Lynch stated he was opposed to the delay of the ordinance. <br /> <br />There was no further public comment.
