Background <br /> <br />As was indicated in the background report for the proposed zoning amendment adding <br />bingo halls as conditional uses in the B-2, B-3, and SC districts, the pending sale of the <br />Knights of Columbus facility has caused the Roseville bingo associations to search for a <br />new location for a bingo hall. The site of the former Berries Market in the Hamline <br />Shopping Center is available and fits the space needs for the bingo operation. Tentative <br />arrangements have been made for a lease ofthis facility should the Knights of Columbus <br />transaction take place. For this reason, Engelsma Limited, the owners ofthe Hamline <br />Shopping Center~ are requesting a conditional use permit for a bingo hall at the shopping <br />center located at 2797 Hamline Avenue. <br /> <br />2. Development Review <br /> <br />The property under consideration for this request for a conditional use permit for a bingo <br />hall is 6.3 acres in size, is zoned SC Shopping Center, and is guided for business purposes <br />in the City's Comprehensive Land Use Guide Plan map. The building is 74,220 sq. ft. in <br />size and was approved with 225 parking spaces being provided. The Roseville bingo <br />organizations are interested in leasing approximately 18,000 sq. ft. in this center, the space <br />that formerly housed the Berries Market grocery store. The management group for the <br />shopping center has indicated that bingo patrons will be encouraged to use the parking <br />that is provided on the site behind the building and that the primary access to the bingo <br />hall would be from that portion of the parking lot. They have also indicated that the hours <br />of operation for the ~ingo hall will not conflict with other tenants in the center. <br /> <br />Action on this request must be subject to the adoption of the proposed ordinance that <br />would provide the opportunity for a bingo hall as a conditional use in the B-2, B-3, and <br />SC zoning districts. A recommendation on this request by the Planning Commission will <br />be considered by the City Council following their action on the proposed amendment to <br />the zoning code. The City Council has also made it clear to the applicants for this request <br /> <br />1 <br />
