~

together with representatives of the bingo organizations, the Knights of Columbus, and
Western Auto that moving the bingo location is contingent upon the completion of the
land sale transaction for the Knights of Columbus location.

3. Summary and Conclusions

The multi-faceted ph:mning process that involves the sale of the Knights of Columbus
property to Western Auto, the review and approval of a retail planned unit development
for that site, amending the zoning ordinance to provide the opportunity for other locations
for bingo halls and the relocation ofRoseviUe bingo from the Knights of Columbus facility
to the HamUne Shopping Center has been the subject of much discussion in City Hall.
Each of these steps are contingent upon the other happening and must be looked at as an
entire package. Engelsffia Limited, the owners of the HamIine Shopping Center,
understand this and are waiting to see that the other parts ofthis equation fall into place.
They have applied for the conditional use permit at this point so that the government
approval process has been taken care of and they would be ready to lease the space as
soon as all contingencies are completed. Staff recommends approval of a conditional use
permit for a bingo hall in the 18,000 sq. ft. located in the HamIine Shopping Center at
2797 N. Hamline Avenue subject to the adoption of an ordinance amending the zoning
code to provide for bingo halls as conditional uses in the B-2, B-3, and SC districts and
subject to the sale of the Knights of Columbus facility on Snelling and Oakcrest.

2
