County Road B. ' <br /> <br /> <br />The Roseville Good Samaritan Center. located at 1415 W. County Road B has been <br />owned and operated by the Evangelical Lutheran Samaritan Society since 1992, Prior to <br />that, the facility was known as the Golden Age Health Care Center. The building itself <br />was constructed in 1957 with an addition completed in 1961. The center is a licensed <br />nursing home with an occupancy of 133 residents. <br /> <br />In 1994, the Good Samaritan Society proposed addressing physical and operational <br />problems associated with the current facility by improving resident dining, providing <br />additional office space, improving physical therapy space, addressing congestion at the <br />rear entry, and providing a front entry drive-up and canopy. The front entry drive-up <br />involved a front yard setback variance that was ultimately denied by the City Council. <br />Good Samaritan was asked to rethink their approach to updating the facility. The <br />proposal under consideration provides for improved entry from the rear parking area, a <br />new dining facility, and better use of existing spaces. <br /> <br />I. <br /> <br />2, The RoseviIIe Good Samaritan Center is located in a B-1 Limited Business District. This <br />district requires a 30 foot building setback ITom the street right-of-way. In order to <br />address the concerns previously enumerated, the Good Samaritan Center is making a <br />number of changes to the existing building. While most of these changes are taking place <br />within the facility itself, two additions to the facility are being proposed, a new dining area <br />and entry way at the rear of the building and an extension of the northern residential wing <br />to the east toward Albert Street. This latter addition requires a 12 foot sideyard setback <br />variance. The addition and modification of the building to fulfill the needs for larger <br />dining room, public entrance, administrative offices, handicap toiJet facilities, etc. results in <br />the loss of 3 bedrooms, In order to maintain their current bed count, Good Samaritan is <br />proposing to reconfigure existing space and add approximately 12 feet to the northeast <br />residential wing, reducing the setback ITom 30 feet to 18 feet., <br /> <br />The site plan indicates that the reconfiguration of the rear portion of the building will <br />eliminate 11 parking stalls. Per the RosevilJe zoning ordinance, nursing homes are <br />required to provide one parking space per four beds. With 133 beds, the code requires 33 <br />parking spaces on site, Currently, the center is providing 56 parking spaces. With the <br />addition, 45 parking spaces remain, <br /> <br />1 <br />
