September 24, 1997

Richard Kettler
Kettler Construction, Inc.
483 Harbor Court
Shoreview, MN 55126

RE: Rosetown Ridge - Phase I

Dear Mr. Kettler:

The purpose of this letter is to outline the items which need to be corrected within
Rosetown Ridge Phase I before any building permits are issued for construction within
Phase II. The items which need to be corrected include:

1. The silt fence along the southern property line must be repaired and/or replaced
from the top near the retaining wall to the eastern property line. This fence must be
maintained until the vegetation in this area has been established.

2. Any construction debris left in the park woods must be removed immediately.

3. The erosion problem behind the first and second units must be resolved.

4. A modified landscaping plan for the area adjacent to the park must be submitted to
the City for review and approval. Chuck Stifter has spoken with AI from
Abrahamsons regarding the substitutions of plant materials and agrees that the City
needs a modified plan for this area.

5. The sodding along County Road C must be completed. This includes replacing any
sod that was disturbed when the curbing was replaced, extending the sodding
around the west side of the berm, installing sod within the boulevard where the
curbing was replaced, and installing sod in the boulevard area along Rosetown
Court from County Road C until the townhome development begins.

6. A plan for the native vegetation on the north side of Overlook Drive near the
entrance must be submitted. Leaving this area in a native state is acceptable;
however, the boundary of the native area must have a defined edge. It is also
suggested that native flowers be planted within this area to improve the aesthetics
for the residents.
