U. D. for that 2.88 acre <br />parcel ofland located in the northwest quadrant of Snelling Avenue and <br />Oakcrest. <br /> <br />Background <br /> <br />1. Western Auto Supply Company of Kansas City, Missouri, is proposing to construct an <br />11,952 square foot building on two parcels ofland totalling 2.88 acres and located in the <br />northwest quadrant of Snelling Avenue and Oakcrest Avenue. The parcels are zoned B-1 <br />and B-2. The B-1 zoning district does not provide an opportunity for auto service facility, <br />but the B-2 provides an opportunity for this type of facility as a conditional use permit. <br />Because of the dual zoning, the application is to rezone the site to planned unit <br />development. The concept P. U. D. illustrates removal of the existing Knights of <br />Columbus building and replacement with the proposed Western Auto Store. As the <br />attached letter from Western Auto indicates, they would like to reserve the right to <br />develop this site for additional retail uses sometime in the future. <br /> <br />2. As has been previously indicated, the sale of the Knights of Columbus site to Western <br />Auto also involves the transfer of the bingo operation to a different location within the <br />City ofRoseville. Planning files dealing with these actions are also included in this <br />agenda. <br /> <br />3. EXISTING SITE: The site under consideration is located in the northwest comer of <br />Snelling Avenue and Oakcrest Avenue. The site consists of two parcels, one zoned B-1 <br />and 1.86 acres in size, the second parcel zoned B-2 and 2.02 acres in size. The site is <br />bounded by a City park to the north, the Oakcrest access to Snelling Avenue on the east, <br />Horn Oak and Leather across Oakcrest to the south, and the Racquet Club facility and <br />single family residential to the west. The site currently houses the existing Knights of <br />Columbus hall and parking areas to the west and north of the building. The site has a <br />general slope from the south to the northwest. Access to the property is accomplished by <br />driveway openings ITom Oakcrest Avenue and the Snelling ITontage road. <br /> <br />1 <br />
