PROPOSED DEVELOPMENT: The site plans provided show the demolition of the <br />existing Knights of Columbus building and in its place the construction ofan 11,952 <br />square foot building to house a Western Auto Supply Store. The building will be a single <br />story, masonry structure with a glass and aluminum atrium type foyer entrance on the <br />ITont of the building facing Snelling Avenue and seven service bays located on the north <br />side of the building. These service bays are intended to be used for limited service and <br />repair activities and the installation of"bolt on parts", such as alternators, fuel pumps, and <br />water pumps. Other minor servicing, such as oil changes and anti-freeze draining and <br />replacement, will also be available. Major repair activities, such as body work, tune ups, <br />engine repairs, or muffler installation, will not take place at the store. Western Auto has <br />indicated that no vehicles will be parked outside over night. <br /> <br />5. EMPLOYEES: Based on projections for comparable facilities operated by Western Auto, <br />they have estimated that 35 full and part time employees will be employed at this store. <br /> <br />6. HOURS OF OPERATION: Western Auto Supply Store will be open Monday through <br />Saturday ITom 8:00 a.m. to 9:00 p.m. and on Sundays ITom 8:00 a.m. to 6:00 p.m. <br /> <br />7. TRUCK TRAFFIC: The Western Auto Supply Store will receive not more than two <br />deliveries per week. Most deliveries will be by tractor trailer. <br /> <br />8. BUILDING MATERIALS: The building plans submitted with the application indicate <br />that the applicant was proposing to use a painted concrete/masonry block as the principle <br />construction material for this building, with an aluminum and glass entrance atrium on the <br />ITont of the building and a black band around all four elevations of the building. Staff has <br />spoken to the applicants about the City's design standards and the need for permanent, <br />finished materials for construction. They have indicated that they will comply with the <br />design standards chapter by replacing the painted block with a face brick. The applicants <br />presented this plan modification at the public hearing on August 9, 1995. <br /> <br />9. DUMPSTER/STORAGE AREA: A combined, screened dumpster area and enclosed <br />storage area for old tires and batteries will be attached to the main facility. The dumpster <br />and storage area will be constructed of the same materials as the main building and <br />covered with a roof as required by City code. No materials will be stored in visible areas. <br /> <br />10. ROOF TOP SCREENING: Mechanical units on the rooftop are not proposed to be <br />screened, in that the designer feels they will be set far enough back ITom the parapet wall <br />to not be visible ITom street level. While this appears to be the case, a final determination <br />about this will have to be made at the time of building permit application. <br /> <br />11. SITE DRAINAGE: The impervious area of the site will actually be decreased from <br />current conditions. For this reason, no detention ponding is required. Storm drainage on <br />the south side of the building will be collected in a catch basin which drains to the <br /> <br />2 <br />
