<br />Planning Commission Minutes <br />August 9, 1995 <br /> <br />Michael Falk explained that a traffic study completed by Traffic Consultants SEH indicates <br />that the average daily trips will decrease in comparison to the current bingo traffic. The <br />peak average trips per hour will change from nighttime and weekend to retail activities <br />during the week day. The internal circulation within the parking areas and exits trom the <br />parking area is rated as good. <br /> <br />The City Engineering staff report recommended that 7 conditions be attached to the PUD. <br /> <br />Michael Falk explained that the Planning Staff is recommending approval of the PUD <br />because it is consistent with the city's Comprehensive Plan designation for the area of <br />"business~" the project can meet the design standards; and the northern portion ofthe site, <br />while not developed presently, could be developed with an Amendment to the PUD at a <br />later date. <br /> <br />Chairman K.eith Wietecki asked if a variance was necessary on the parking setback along <br />the south property line adjacent to Oakcrest. Michael Falk responded that, if the parking <br />variance now in place along the south property line were eliminated, this would eliminate <br />one row of parking which is approximately 15 spaces. The city zoning and parking <br />requirements call for 65 spaces for this project. There are 101 spaces on the site. <br /> <br />Jim Cross, representing Western Auto, Richard Goodby of Western Auto, Steve Johnston <br />Engineer representing Western Auto, and Denise Valenta, Architect representing Western <br />Auto, made presentations. <br /> <br />Steven Johnston stated that the site landscaping can be improved and will be expanded to <br />include screening with pinoaks and dogwood along the Snelling Avenue entrance. The <br />landscaping on the periphery will be expanded to include ash trees along the south and <br />east boulevards. The concrete curb in the parking lot will be installed along the north and <br />west sides of the existing parking lot. He noted that concrete curb and gutter cannot be <br />placed along the edge of the parking bumper and sidewalk on the south property line. The <br />applicant prefers to leave the bumper and paving as is in this location: Mr. Johnson noted <br />that a variance to remove a bay of parking would require additional parking on the north <br />side of the parking lot. He also responded to a staff comment about lighting along the <br />west wall of the project, noting that a light fixture with lighting cast down to the ground <br />can be constructed which will eliminate glare problems. <br /> <br />Member Sandstrom asked how many parking spaces are normally required in a Western <br />Auto lot. Jim Cross responded that normally 65 spaces are required and that the <br />Oakcrest and Snelling site has 35-40 more spaces than needed. <br /> <br />Denise Valenta, Architect representing Western Auto, explained the design standards for <br /> <br />4 <br />
