<br />Planning Commission Minutes <br />August 9, 1995 <br /> <br />6. PUBLIC HEARINGS: <br /> <br />(a) Planning File 2782: Western Auto's request for concept approval of a <br />commercial Planned Unit Development consisting of approximately a 12,000 <br />sq. ft. retail auto parts facility and rezoning from Bl and B2 to Planned Unit <br />Development for the 2.88 acre parcel of land located in the northwest <br />quadrant of Snelling Avenue and Oakcrest. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested City Planner Michael <br />Falk to provide a background report. Michael Falk explained that the proposal includes <br />a 12,000 sq.ft. retail development and rezoning from B1 and B2 to Planned Unit <br />Development on the 2.88 acre parcel. A video of the site was shown. The B1 zone does <br />not allow for auto retail activities, while the B2 zone does allow for it with a conditional <br />use permit. A PUD was recommended by the staff to allow for more specific <br />requirements and uses. <br /> <br />. <br />Michael Falk explained that the PUD would allow for the tearing down of the Knights of <br />Columbus building and replacement with a 12,000 sq.ft. retail building with 7 service bays <br />along the north wall of the building. The building would have limited auto repair, and <br />"bolt-on" part activities. The bays do not face a street, and screening is used to block the <br />view of the doors from Snelling Avenue. <br /> <br />Mr. Falk noted that the project consists of a concrete, masonry block unit that is painted, <br />and that this is not permitted within the City ofRoseville design standards. The <br />developers will suggest alternatives for this design standard. The staff has reviewed <br />dumpster screening and finds it adequate. The roof top screening will not be complete <br />until the building is in place, when the staff will review whether air and heating on the <br />units can be seen from the property lines and must be screened. <br /> <br />Mr. Falk noted that the site will have less impervious surface than the previous or existing <br />projects. There will be a NURP pond proposed in the northwest corner of the project. <br /> <br />At this time, Western Auto has not proposed additional development on the north one-half <br />of the site. If additional development is proposed at a future date, an Amendment to the <br />PUD will be necessary. <br /> <br />Signage must still be reviewed by the staff Landscaping includes existing and new <br />evergreens ( on site), and trees to be planted along the boulevards. Trees will also be <br />planted in the parking lots, and will provide for screening of the bay doors. The placement <br />of curb and gutter in the parking lot is required by the design standards, and plantings <br />within those curb and gutter islands, within the parking lot, must be completed. <br /> <br />3 <br />
