My major concerns <br />are with the lack of provision for adequate storm drainage ponding for this site and the lack of <br />adequate landscaping and screening. I can not be present at the Sept. 25 hearing so I ask you <br />to accept my comments in writing. <br /> <br />1. More Storm Water Ponding is Needed on Site. The current plan is providing storm water <br />ponding for only the new impervious surface. Burke Avenue already floods due the runoff <br />from Calvary's parking lot. In 1995 alone, the street flooded over the curb two times. At the <br />Sept. 13 Planning Commission hearing a neighbor expressed concern about basement flooding <br />near the parking lot. Much of the problem started about four to five years ago when Calvary <br />purchased two single family homes, removed them and expanded the parking lot. Based on <br />review of city records, it appears that in late 1990 or early 1991 the lot was expanded from <br />about 130 parking spaces to 320 spaces. As a result of the present expansion, four more <br />taxable, single family residences will be lost, much of which will be converted to an additional <br />101 parking spaces and additional impervious roof surface, all tax exempt. The site will <br />contain about five acres of impervious surface for which there is inadequate ponding. (It takes <br />about 70 to 75 single family residences to equal this amount of impervious surface.) The lack <br />of adequate storm water drainage for the existing facility could be construed to constitute a <br />public nuisance pursuant to the City Code if left unabated. The proposed pond shape and~ i4- <br />design meets neither- the Met Council and MPCA guidelines nor the standards contained in <br />Roseville's Surface Water Management Plan adopted in February, 1990. <br /> <br />Specific Recommendations: <br />1a. Require the entire site be served by a properly designed storm water pond. <br />lb. Require berming along Burke Ave. (including entrances/exits) to the degree <br />needed to contain the 100 year critical storm on the parking lot. (This would <br />likely be on the order of 2.5" of rain in about a one-half hour.) <br />Require the city engineer certify for compliance with the City's water <br />management plan as provided by Section 1016.24 of the City Code. <br />Require a grading and permit from the City Council as provided by Sections j <br />705.01, B. and 1016.23, A, 2. of the City Code. Condition the permit to install a ~ <br />temporary sedimentation basin prior to any earth work and impose a specific <br />time line for temporary and permanent erosion control. <br /> <br />1c. <br /> <br />]Jf <br />J <br /> <br />1d. <br /> <br />2. More Landscaping is Required to Meet the City Code. This development has and is <br />continuing to convert portions of a residential neighborhood to a mass of asphalt and <br />associated buildings. The landscape plan is not compliant with applicable code. Further, <br />additionallandscapfug and screening needs to be designed into the project. There is <br />
