Page 2
B. Sandstrom

tremendous opportunity to incorporate a storm ponding facility that treats runoff better into
the landscape plan. It could turn the ponding site into an aesthetic amenity to the church as
well as the neighborhood.

Specific Recommendations:
2a. Require fencing or landscaping to create an all-seasons screen, eighty percent J~
(80%) opaque to a height of 5 feet as required by Section 1010.09 of the City I~
Code for parking spaces in residential areas. This should apply to the north,
east and south sides of the parking lot.
2b. Require the five percent landscaping criteria within the parking area be me:}as
provide by 1010.05 of the City Code. (I am interpreting the code to mean the
land within the parking area to be the area within the curbed area of the
parking lot.) :Y
2c. Require overstory trees (preferably spruce) long the north and east sides of the
parking lot as required by Sections 1010.14 A and E. of the City Code.
2d. Require landscape islands per Section 1010.14, E.

3. Storm Water Utility Calculation. With the recent additions of residential land to the ~
churches holdings and the conversion thereof to impervious surface, the storm water utility ~vv-
fees should be re-calculated.

Specific Recommendation:
3. Require the public works director to check the calculations fot the storm water }
utility for the church property, including a verification that the actual hydrologic
response from this site is consistent with the REF table in Section 803.01 of the ,
City Cgde.

4. Inconsistencies in the Zoning Code. Of the three most contentious land-use issues that
the City has dealt with, two have dealt with the redevelopment of church properties. The
Vista 2000 process resulted in policies and goals in the Comprehensive Plan that, among other
things, promote the preservation and enhance neighborhoods and to improve park facilities for
the portion of Roseville south of Highway 36. None of the church redevelopments have been
wholly consistent with these goals and policies. The City Code and Comprehensive Plan have
not properly dealt with current trends in church redevelopment. The existing policies related
to church development exempt churches from many reasonable provisions that are applied to
developments that affect neighborhoods.

Specific Recommendation:
4. Direct the planning commission and staff to examine this issue when it reviews
the upcoming ordinance revisions and make recommendations for the council to
act on.

Thank you for your consideration.

a:church.mem
