It could turn the ponding site into an aesthetic amenity to the church as <br />well as the neighborhood. <br /> <br />Specific Recommendations: <br />2a. Require fencing or landscaping to create an all-seasons screen, eighty percent J~ <br />(80%) opaque to a height of 5 feet as required by Section 1010.09 of the City I~ <br />Code for parking spaces in residential areas. This should apply to the north, <br />east and south sides of the parking lot. <br />2b. Require the five percent landscaping criteria within the parking area be me:}as <br />provide by 1010.05 of the City Code. (I am interpreting the code to mean the <br />land within the parking area to be the area within the curbed area of the <br />parking lot.) :Y <br />2c. Require overstory trees (preferably spruce) long the north and east sides of the <br />parking lot as required by Sections 1010.14 A and E. of the City Code. <br />2d. Require landscape islands per Section 1010.14, E. <br /> <br />3. Storm Water Utility Calculation. With the recent additions of residential land to the ~ <br />churches holdings and the conversion thereof to impervious surface, the storm water utility ~vv- <br />fees should be re-calculated. <br /> <br />Specific Recommendation: <br />3. Require the public works director to check the calculations fot the storm water } <br />utility for the church property, including a verification that the actual hydrologic <br />response from this site is consistent with the REF table in Section 803.01 of the , <br />City Cgde. <br /> <br />4. Inconsistencies in the Zoning Code. Of the three most contentious land-use issues that <br />the City has dealt with, two have dealt with the redevelopment of church properties. The <br />Vista 2000 process resulted in policies and goals in the Comprehensive Plan that, among other <br />things, promote the preservation and enhance neighborhoods and to improve park facilities for <br />the portion of Roseville south of Highway 36. None of the church redevelopments have been <br />wholly consistent with these goals and policies. The City Code and Comprehensive Plan have <br />not properly dealt with current trends in church redevelopment. The existing policies related <br />to church development exempt churches from many reasonable provisions that are applied to <br />developments that affect neighborhoods. <br /> <br />Specific Recommendation: <br />4. Direct the planning commission and staff to examine this issue when it reviews <br />the upcoming ordinance revisions and make recommendations for the council to <br />act on. <br /> <br />Thank you for your consideration. <br /> <br />a:church.mem <br />
