<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 09-25-95 <br /> <br />ITEM NO.: G-5 <br /> <br />Department Approval: <br /> <br />J)pw!rY\r: <br /> <br />Item Description: <br /> <br />Man; Tewed <br /> <br />Agenda Section: <br /> <br />Hearing <br />Ray Geiger/Calvary Baptist Church application for a 10 foot height <br />variance from the R-l zoning district requirement of30 feet, allowing a 40 <br />foo theight building at 2120 Lexington Avenue. <br /> <br />Background <br /> <br />1. The site under consideration at 2120 Lexington Avenue is zoned R-l single family and is <br />designated as a site for a church on the City's Comprehensive Land Use Guide Plan. It is <br />6.3 acres in size and is bounded on the west by Lexington Avenue, on the south by Parker <br />Avenue, on the north by Burke Avenue, and on the east by existing residential homes. In <br />addition to the existing church building, there are currently three existing houses on the <br />property along Parker Avenue. With the proposed expansion, these houses will be <br />removed from the site. In addition, the two structures south of the church will be <br />relocated on the property. The proposed use of the land is to continue as church property <br />with an addition to the church building of approximately 32,500 sq. ft. on two levels and <br />additional parking for 101 cars. <br /> <br />2. The church has been at this location since the early 1950's. They currently have a <br />membership of 861 people and 11 church staff personnel. They have been experiencing a <br />7% per year growth rate. <br /> <br />3. Section 1004.02, Subsection A4, of the Roseville Zoning Code calls out churches as <br />permitted uses in an R-l single family zoning district. Section 1004.02, Subsection D3, <br />indicates that no structure or building shall exceed 30 feet in height. <br /> <br />4. A 10 foot height variance is being requested for the height of the new sanctuary which is <br />proposed as 40 feet above the existing main floor level and 36 feet above grade at the <br />south face of the new addition. The City Code allows 30 feet in height. The church has <br />indicated that the height is required to achieve the correct acoustics within the new larger <br />sanctuary, as well as to accommodate a pipe organ at the south end. This height is only at <br />the center of the aorth/south access of the new sanctuary. Because the roof slopes, the <br />height at the average mid point is only 28 feet. There will be no rooftop mechanical units <br />that need to be screened. Existing trees in the southwest corner of the site adjacent to the <br />new sanctuary are approximately 50-60 feet in height and will provide screening for the <br />residential neighborhood to the south. <br /> <br />5.
