<br />there are 320 spaces for a sanctuary that seats 440 people. An additional 101 parking <br />spaces will be provided for the new sanctuary which will seat 780. This equates to one <br />pl;lrking space for every 1.85 seats. City code requires a minimum of one space per 3-1/2 <br />seats based on the design capacity of the main assembly hall. The requirement for 5% of a <br />parking lot set aside for green space is satisfied by the small islands, the long strip island, <br />and the north edge, which is dedicated to a retention pond. The site currently handles the <br />storm water runoffby roof drains and catch basins that connect to the storm sewer on <br />Burke Avenue. The additional storm runoff generated by new hard surface of roof and <br />paving will be retained in the pond along the north edge of the parking lot. The <br />Engineering staff have reviewed this plan and have indicated that storm sewer calculations <br />will need to be reviewed prior to the issuance of a building permit. <br /> <br />6. The Engineering staff has reviewed this proposal and has made the following <br />recommendations: <br /> <br />1. A voluntary dedication of 16.5 feet of right-of-way along Lexington Avenue. <br />2. The three existing homes that are proposed to be removed must have the sewer <br />and water services removed at the mains in the street. This must be done per <br />Roseville standards. <br />3. Erosion control must be maintained at all times during grading and construction of <br />parking lots. The existing catch basins along Burke Avenue must have erosion <br />control around them to keep silt out of the storm sewer. <br />4. All island within the parking lot must have concrete curb around them. The small <br />parking lot at the southeasterly side of the lot does not show concrete curb and <br />gutter. It is required per City code. <br />5. There is an existing sanitary sewer located in the easement, running north and <br />south on the west side of the church. Care must be taken not to damage the <br />manhole at that location during grading. <br />6. The plans do not show parking lights for the east half of the parking lot. <br />7. Storm sewer calculations are needed for the proposed pond. An engineering <br />report stating how the pond inlet is needed. <br />8. All curb and gutter removal and placement must be done per City policy. <br /> <br />7. The Planning Commission, at the September 13,1995 meeting, unanimously <br />recommended approval of Calvary Baptist Church request to allow for a 10 ft. <br />height variance to allow the building to be built to a total height of 40 feet noting the <br />acoustical and site location of the organ hardships, and expressing the neighborhood <br />concerns regarding parking, storm water along Burke, and a need for complete <br />landscaping plan along the east edge to be completed in the initial stage of <br />reconstruction, and landscaping within the parking lot to soften the sea of asphalt. <br /> <br />Staff Recommendations: <br /> <br />1. Churches, by their nature, tend to be structures with a great deal of volume and height. <br />The Calvary Baptist Church has indicated that the 40 feet height of the proposed new <br />
