The site is located in the southwest portion of the Target parking <br />lot near the comer of County Road B and the main entrance to Target. This is the first intersection <br />east of Snelling Avenue on County Road B. I also visited the site to get a more complete <br />understanding of the likely entrance and exit patterns during the morning peak hour, when we <br />expect the heaviest use of the business. We have provided three sketches which show various <br />arrangements of the building, traffic flow and parking which could be considered. <br /> <br />Based on input from the developer on a similar facility in Apple Valley, Outpost Java is expected <br />to serve approximately 300 customers (vehicles) per day. This results in a trip generation of <br />approximately 600 trips counting the trip in and the trip out. We believe that the 600 trips per day <br />is reasonable, based on comparisons of this facility with other larger drive through operations. <br /> <br />We expect a large share of the trips will occur during the morning and early afternoon hours. If <br />most of the 300 trips per day are between 7:00 a.m. and 2:00 p.m., there would be an average of <br />approximately 40 or less vehicles per hour. <br /> <br />We estimate that approximately two-thirds of the trips entering the site will enter off eastbound <br />County Road B to the northbound drive-aisle serving Target, the Wave Car Wash, Perkins, etc. <br />These vehicles will be most likely to enter the southbound Outpost Java drive through lane. Based <br />on the assumptions of 40 vehicles per hour and two-thirds entering via the first drive aisle east of <br />Snelling A venue, approximately 26 vehicles per hour would enter from this direction. This is an <br />average arrival rate of approximately one vehicle every 2.3 minutes. We know that there will often <br />be more than one vehicle arriving from this direction at a time, due to the platooning of vehicles at <br />the Snelling Avenue and County Road B intersection. However, we estimate that there would <br />seldom be more than three to four vehicles queued up waiting to access the drive through at any <br />given time. If drivers see that the queue is longer than this, they may decide it will be faster to get <br />coffee "to go" at one of the other coffee and bakery stores in the vicinity, such as Perkins, <br /> <br />SHORT ELLIOTT <br />HENDRICKSON INC. <br /> <br />MINNEAPOLIS, MN <br /> <br />ST CLOUD, MN <br /> <br />CHIPPEWA FALLS.
