<br />" <br /> <br />J)aA+ ~ <br /> <br />CITY OF ROSEVILLE PLANNING COMMISSION MINUTES <br />Wednesday, October 11, 1995 <br /> <br />6. <br /> <br />(b) <br /> <br />Planning File 2792: Kenneth Clausen requests a conditional use permit for a <br />coffee kiosk at 1515 West County Road B. <br /> <br />Chairperson Harms opened the public hearing and requested Michael Falk to provide a <br />background report. Mr. Falk explained that the proposed use of the site would be a coffee <br />kiosk approximately 10 x 8 feet in size with 2 employees. The site to be used is the <br />parking lot of the Target Store adjacent to County Road B. The zoning on this site is SC <br />Shopping Center and a conditional use permit is required for such uses. City Planner Falk <br />provided a video presentation looking at the parking lot, the traffic, and the health issues. <br />He noted the building will not be plumbed and that only electrical services will be installed. <br />The building will use the Target Store as a commissary for hot water and other materials, <br />as well as sanitizing equipment. Mr. Falk explained the parking requirements. He noted <br />that currently the Target site is 5.4 spaces per 1,000 sq. ft. of store area. This is in excess <br />of the city's standard. He noted that the hours of operation will be 6:00 a.m. to 7:00 p.m. <br /> <br />The staff recommended approval ofthe conditional use permit. <br /> <br />Member Wall asked if the six criteria had been reviewed. The staff said yes. Member <br />Thein asked if this project was originally from the Apple Valley High School and, <br />secondly, whether water was to be brought to the shop or piped in. <br /> <br />Member Harms asked what would happen if the building was vacated. Mr. Falk explained <br />the building can be removed from the site as a portable building. The site would then <br />revert back to a parking lot. The Commission discussed whether a conditional use permit <br />can be written to take care of a lapse or a vacation in the site by such a use to eliminate <br />the conditional use permit. The staff responded that it could be written into the <br />conditional use permit, itself. <br /> <br />Member Cunningham asked what the police records for County Road B have shown. He <br />stated he would like a video in the early morning hours to illustrate how far back cars are <br />queuing. He asked if the eastern portion of the parking lot would be a better site for such <br />a use. <br /> <br />City Planner Falk responded that the police and engineering found that traffic was not a <br />problem, and that the area designated for this use reduced the number of crossing <br />movements and kept traffic close to County Road B. <br /> <br />Member Cunningham asked if it was possible to issue a probationary or 1 year review <br />conditional use permit. City Planner Falk reminded the Commission they had granted <br />conditional use permits with a 1 year review. <br /> <br />Kenneth Clausen and Jeff Gerlinger, representing Java Outpost explained the company <br />motto and operation on the site. Member Cunningham asked for a clarification regarding <br />the major times of business operation. City Planner Falk related that 70 to 80 percent of <br />the businesses between the hours of7:00 a.m. and 10:00 a.m. with a total of300 vehicles <br />
