CITY OF ROSEVILLE
PLANNING REPORT

DATE: 10-11-95
CASE NO.: 2792

Planner Approval:

Department Approval:

Agenda Section:

Item Description:

6(b)

Kenneth Clausen request for a conditional use permit for a coffee kiosk at
1515 W. County Road B.

1. Background

Kenneth Clausen is proposing to construct an 8 foot by 10 foot gourmet coffee kiosk in
the southern section of the Target parking lot adjacent to County Road B. This property
is zoned SC Shopping Center and take-out food facilities are considered uses allowed by
conditional use permits. When reviewing an application for a conditional use permit, the
Planning Commission and City Council should consider the following criteria:

a. Impact on traffic.
b. Impact on parks, streets, and other public facilities.
c. Compatibility with the site plan, internal traffic circulation, landscaping, and
structures with contiguous properties.
d. Impact of the use on the market value of contiguous properties.
e. Impact on the general public health, safety, and welfare.
f. Compatibility with the City's Comprehensive Plan.

Mr. Clausen is working with Target stores to place his Outpost Java drive-throughs in
several of their locations. The Roseville site will be the second in the metropolitan area.

2. Development Summary

The existing Target store is 121,380 square feet in size. The site provides 689 parking
spaces, creating a parking ratio of 5.63 spaces per 1,000 square feet. City code requires
5.0 spaces per 1,000 square feet of building. In 1993, the City approved a conditional use
permit for Target to sell seasonal merchandise outside the store in the spring from mid
April through the end of May. This spring hut, when erected in the parking lot, takes
approximately 20 parking spaces. During this period, the parking ratio is 5.51 spaces per
1,000 square feet of building.

\

PROPOSED DEVELOPMENT: The proposed gourmet coffee drive-through is a new use
in this area. The small building in the Target parking lot is unique in that it will not be
plumbed and will not be on a foundation. The unit will only use electricity. Water will be
brought in each day in self contained dispensers and removed each evening. Employees
will use the restroom facilities in the Target stores.
