<br />had reviewed this concept as approved in the City of Apple Valley and has given their <br />approval for that location. The Ramsey County Department of Public Health, under the <br />Ramsey County Food Protection Ordinance, is responsible for review and approval for <br />food service application permits. Their review ofthe Outpost Java plan has begun but as <br />of this writing has not been completed. <br /> <br />The modular unit itself will be 8 feet by 10 feet by 10 feet tall and will be a wood frame <br />construction. Exterior materials include brown and beige stucco, glass, with a silver <br />cornice/sign band on the top. Because it is a modular unit without a foundation, there will <br />be exterior tie downs for protection against high winds. A planter island will be created <br />around the building and extend on both sides to delineate the drive isles approaching both <br />service windows. <br /> <br />TRAFFIC CONSIDERATIONS: The primary concern with this application is the impact <br />it would have on parking and traffic circulation in the Target parking lot. Included with <br />this report is a copy of a traffic impact analysis study done by the City's traffic consultant, <br />Short, Elliott, Hendrickson. Included with the report are suggested possible arrangements <br />of the kiosk and the drive-through lanes. Drawing number 2 is the suggested alignment <br />that is preferred by the traffic consultants and City staff, in that it seems to provide the <br />lease disruption to the traffic circulation in the Target parking lot. Approximately 14 <br />parking spaces are lost with this configuration. During the spring season, the parking ratio <br />would be 5.39 spaces per 1,000 square feet of Target store, still in excess of code <br />requirements. <br /> <br />3. Summary and Conclusions <br /> <br />The gourmet coffee market seems to be growing rapidly in the metropolitan area along <br />with the time people spend in their cars. The applicants are convinced that a service such <br />as this will be well received by the public while not interfering with the retail shopper <br />coming to the Target parking lot. The traffic consultant's reports indicate that most of <br />the anticipated 300 trips per day would be between 7:00 a.m. and 2:00 p.m. and would <br />average approximately 40 vehicles per hour. They have indicated that they would <br />anticipate that there would seldom be more than three to four vehicles queued up waiting <br />to access the drive-through at any given time. With the exception of the holiday shopping <br />season, a portion of the parking area in which it is proposed to locate the coffee kiosk is <br />seldom used during weekdays, especially in the mornings. <br /> <br />Based on the fact that the Target store will still have more parking than required by City <br />code and the fact that it appears that the Outpost Java coffee kiosk is proposed to be <br />situated in an area and in a configuration in the parking lot to minimize disruption to <br />Target traffic circulation, staff recommends approval of Kenneth Clausen's request for a <br />conditional use permit for a gourmet coffee kiosk at 1515 W. County Road B subject to <br />the drive isle configuration suggested in the traffic consultant's drawing NO.2 and <br />approval of the Outpost Java food service plan by the Ramsey County Department of <br />Public Health. <br />
