County Road B. <br /> <br />Item Description: <br /> <br />Background: <br /> <br />1. Kenneth Clausen is proposing to construct an 8 foot by 10 foot gourmet coffee kiosk in <br />the southern section of the Target parking lot adjacent to County Road B. This property <br />is zoned SC Shopping Center and take-out food facilities are considered uses allowed by <br />conditional use permits. When reviewing an application for a conditional use permit, the <br />Planning Commission and City Council should consider the following criteria: <br /> <br />a. Impact on traffic. <br />b. Impact on parks, streets, and other public facilities. <br />c. Compatibility with the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. <br />d. Impact of the use on the market value of contiguous properties. <br />e. Impact on the general public health, safety, and welfare. <br />f. Compatibility with the City's Comprehensive Plan. <br /> <br />2. Mr. Clausen is working with Target stores to place his Outpost Java drive-throughs in <br />several of their locations. The Roseville site will be the second in the metropolitan area. <br /> <br />3. Development Summary <br /> <br />The existing Target store is 121,380 square feet in size. The site provides 689 parking <br />spaces, creating a parking ratio of 5.63 spaces per 1,000 square feet. City code requires <br />5.0 spaces per 1,000 square feet of building. In 1993, the City approved a conditional use <br />permit for Target to sell seasonal merchandise outside the store in the spring ITom mid <br />April through the end of May. This spring hut, when erected in the parking lot, takes <br />approximately 20 parking spaces. During this period, the parking ratio is 5.51 spaces per <br />1,000 square feet of building. <br /> <br />PROPOSED DEVELOPMENT: The proposed gourmet coffee drive-through is a new use <br />in this area. The small building in the Target parking lot is unique in that it will not be <br /> <br />1 <br />
