<br />plumbed and will not be on a foundation. The unit will only use electricity. Water will be <br />brought in each day in self contained dispensers and removed each evening. Employees <br />will use the restroom facilities in the Target stores. The Minnesota Department of Health <br />had reviewed this concept in the City of Apple Valley and has given their approval for that <br />location. The Ramsey County Department of Public Health, under the Ramsey County <br />Food Protection Ordinance, is responsible for review and approval for Roseville food <br />service application permits. Their review of the Outpost Java plan has begun but as of this <br />writing has not been completed. <br /> <br />The modular unit itself will be 8 feet by 10 feet by 10 feet tall and will be a wood frame <br />construction. Exterior materials include brown and beige stucco, glass, with a silver <br />cornice/sign band on the top. Because it is a modular unit without a foundation, there will <br />be exterior tie downs for protection against high winds. A planter island will be created <br />around the building and extend on both sides to delineate the drive isles approaching both <br />service windows. <br /> <br />TRAFFIC CONSIDERATIONS: The primary concern with this application is the impact <br />it would have on parking and traffic circulation in the Target parking lot. Included with <br />this report is a copy of a traffic impact analysis study done by the City's traffic consultant, <br />Short, Elliott, Hendrickson. The estimated total trips is 300 per day, with the peak <br />business from 7:00 a.m. to 10:00 a.m. (based on a survey of the cities of Seattle and <br />Portland). Included with the report are suggested possible arrangements of the kiosk and <br />the drive-through lanes. Drawing number 2 is the suggested alignment that is preferred by <br />the traffic consultants and City staff, in that it seems to provide the lease disruption to the <br />traffic circulation in the Target parking lot. Approximately 14 parking spaces are lost with <br />this configuration. During the spring season, the parking ratio would be 5.39 spaces per <br />1,000 square feet of Target store, still in excess of code requirements. <br /> <br />4. The Planning Commission, at the October 11, 1995 meeting, unanimously <br />recommended approval of Kenneth Clausen's request for a conditional use permit <br />for a gourmet coffee kiosk at 1515 W. County Road B subject to: <br /> <br />a. The drive isle configuration suggested in the traffic consultant's drawing No. <br />2; <br />b. Approval of the Outpost Java food service plan by the Ramsey County <br />Department of Public Health. <br />c. A one year staff review and report to the City Council of the operation and <br />traffic flow with traffic direction and conditions to be modified as necessary <br />based on the review. <br /> <br />Staff Recommendation:: <br /> <br />1.
