Hwy 36
Roseville, MN 55113

Dear Mr. Bell:

I understand that you represent the City of Roseville. I have been retained by L & R
Automotive, Inc., the applicant for a conditional use permit in Roseville planning file
No. 2779. The Roseville City Council recently denied my client's application. Would
you please forward to me the contents of the City's file in this matter. I have had an
opportunity to review copies of draft minutes of the zoning commission hearing and
the City Council discussions. It appears, at least from what information we have so
far, that the only reason for the denial is that some neighbors were opposed.

My client would very much like City Council reconsideration of this matter.' Do you
think that is feasible, or will it be necessary to resort to a District Court action?

I look forward to discussing this matter with you.

Very truly yours,

TERPSTRA, BLACK, BRAND ELL,
KAMINSKY FFMAN

By:

RGB:j
cc: Rick Klein
