CITY OF ROSEVILLE PLANNING REPORT

DATE: 10-11-95
CASE NO: 2791

---------------------------------------
---------------------------------------

Planner Approval:

Department Approval:

Agenda Section:
6(a)

--------------------------------------------------------
---------------------------------------------------------

Item Description:

Jeffiey Bernstein request for a conditional use permit for an automotive
repair business at 2215 Snelling Avenue North.

1. Background

Jeffiey Bernstein, a franchise operator of Car-X Mutl1er and Brakes is proposing to
construct a 4,990 square foot building to house a Car-X Muffler and Brake shop on a .544
acre parcel of land located on the west side of Snelling Avenue, north of County Road B
and north of the Rosewood Shopping Center. Currently, there is an existing vacant
medical office facility on this site. The site is zoned B-3 General Business and a
conditional use permit is required for an automobile repair facility such as Car-X.

Conditional uses are defined in the City code as a class of uses which are deemed desirable
for the public welfare within a given district or districts but which are potentially
incompatible with the typical use permitted within such classifications. When reviewing an
application for a conditional use permit, the Planning Commission and City Council should
consider the following criteria:

1. Impact on traffic.
2. Impact on parks, streets, and other public utilities.
3. Compatibility of the site plan, internal traffic circulation, landscaping, and
structures with contiguous properties.
4. Impact of the use on the market value of contiguous properties.
5. Impact on the general public health, safety, and welfare.
6. Compatibility with the City's Comprehensive Plan.

2. Development Summary

EXISTING SITE: The site under consideration is located on the west frontage road of
Snelling Avenue, north of County Road B, and immediately north of the Rosewood
Shopping Center. The City's Comprehensive Land Use Guide Plan designates this area
for business purposes and the property is zoned B-3 General Business. The site is 23,688
square feet in size with 80 feet of frontage and 296 feet of depth. Currently, there is an
existing vacant medical office building on the site that is 1,100 square feet in size. To the
north and west of the site are existing multi-family apartments.
