Background <br /> <br />JefITey Bernstein, a franchise operator of Car-X Mufller and Brakes is proposing to <br />construct a 4,990 square foot building to house a Car-X Mufller and Brake shop on a .544 <br />acre parcel of land located on the west side of Snelling Avenue, north of County Road B <br />and north of the Rosewood Shopping Center. Currently, there is an existing vacant <br />medical office facility on this site. The site is zoned B-3 General Business and a <br />conditional use permit is required for an automobile repair facility such as Car-X. <br /> <br />Conditional uses are defined in the City code as a class of uses which are deemed desirable <br />for the public welfare within a given district or districts but which are potentially <br />incompatible with the typical use permitted within such classifications. When reviewing an <br />application for a conditional use permit, the Planning Commission and City Council should <br />consider the following criteria: <br /> <br />1. Impact on traffic. <br />2. Impact on parks, streets, and other public utilities. <br />3. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. <br />4. Impact of the use on the market value of contiguous properties. <br />5. Impact on the general public health, safety, and welfare. <br />6. Compatibility with the City's Comprehensive Plan. <br /> <br />2. Development Summary <br /> <br />EXISTING SITE: The site under consideration is located on the west frontage road of <br />Snelling Avenue, north of County Road B, and immediately north of the Rosewood <br />Shopping Center. The City's Comprehensive Land Use Guide Plan designates this area <br />for business purposes and the property is zoned B-3 General Business. The site is 23,688 <br />square feet in size with 80 feet of frontage and 296 feet of depth. Currently, there is an <br />existing vacant medical office building on the site that is 1,100 square feet in size. To the <br />north and west of the site are existing multi-family apartments. <br />
