To the north and west of the site are existing multi-family apartments. <br /> <br />PROPOSED DEVELOPMENT: The site plans provided show the demolition of the <br />existing medical office building and its place, the construction of a 4,990 square foot <br />facility for Car-X Muffler and Brakes. The proposed building is 39 feet wide and 128 feet <br />deep and is proposed to be oriented so that all the overhead doors and windows will be on <br />the south and east side. The west and north sides of the building are proposed to be <br />constructed of color impregnated rock face block and will act as a screen wall with <br />landscaping to the multi-family buildings to the north and west. The office/waiting area <br />will be in the ftont of the building facing Snelling Avenue and the overhead service bay <br />doors will be facing the north elevation of the Rosewood Shopping Center. No setback <br />variances are required for this proposed development. <br /> <br />EMPLOYEES: Based on projections for comparable facilities operated by Car-X, it is <br />estimated that 6-8 employees will be employed at this facility. <br /> <br />HOURS OF OPERATION: Car-X shops in Minnesota operates 6 days per week with the <br />following hours of operation: <br /> <br />Monday and Thursday: <br />Tuesday, Wednesday, and Friday: <br />Saturday: <br />Sunday: <br /> <br />8:00 a.m. to 7:00 p.m. <br />8:00 to 5:30 p.m. <br />8:00 a.m. to 3 :00 p.m. <br />Closed <br /> <br />TRAFFIC CONSIDERATIONS: Included with this report are traffic impact analysis done <br />by RLK Associates, engineers and planners. This report indicates that an average Car - X <br />Muffler facility will service approximately 80 customers per day. The current medical <br />facility is approximately 4,000 square feet in size. According to the ITE Trip Generation <br />Source Book, medical facilities can be expected to generate 24-43 trips per day per 1,000 <br />square feet of floor area. Were it operating now, the medical clinic could be expected <br />to generate 100-172 trips per day. <br /> <br />TRUCK TRAFFIC: Car-X has indicated that deliveries to the shop are made on a daily <br />basis ftom warehouses located in Minneapolis. These deliveries are made by light duty <br />pick-up trucks. Because they control their own delivery, semi-trucks are not required. <br /> <br />BUILDING MATERIALS: The building plans submitted with the application indicate that <br />the applicant is proposing to use a color impregnated rock face block as the principal <br />building material. In addition, the building elevation shows the use of a face brick soldier <br />course to add architectural interest together with a burnished block or yellow spectra <br />glaze block in the area defining the sign band. These are permanent finish materials and <br />are consistent with the City's design standard requirements for building materials. <br /> <br />2 <br />
