However, the intensity of the additional <br />traffic created by most retailers or restaurants would add considerable car trips to the already busy <br />frontage road at this site. The proposed use will generate less traffic on a daily basis than almost <br />any other conceivable business of a retail or office nature. This wiU enable the existing frontage <br />road and shopping center entrance to maintain a safe level of traffic flow. <br /> <br />As with most national automotive aftennarket businesses these days. Car X corporate is <br />continuously upgrading it's image to the consumer. Because of the comp~!tive nature of these <br />operations, customer appeal and first impression are of the utmost importance. Therefore, each <br />franchisee is required through their franchise agreements, to maintain a professional and <br />aesthetically pleasing environment with standardized colors and displays. <br /> <br />As with the look of the facility, customer service and satisfaction is looked upon as the key <br />ingredient to a successful business. Should a customer have a bad experience at one Car X store, <br />the entire chain is reflected upon badly. Therefore, the corporate franchiser continuously surveys <br />the customers of it's franchisees in order to control the customer service index on a national scale. <br />Should the customer service index of a franchisee fall below corporate standards, the franchisee <br />can suffer a number of remedies as aUowed by each franchise agreement. <br /> <br />Roseville currently houses one of the largest volume Midas Muffler & Brake facilities in the <br />Midwest. With the ever growing populations along with continued developmental gfO'wth, <br />Roseville has demonstrated it's need for such a business through it's support of similar businesses. <br />In fact, Car X has been searching the Roseville market for five years to find a location and only <br />now has been able to purchase the correct site. <br /> <br />The owner of this proposed site is Jeffrey Bernstein. The name of his franchise corporation is <br />Minne Mufflers, Inc.. Mr. Bernstein and his father were one of the first Car X franchisees in the <br />country, opening their first store in Madison, Wisconsin in 1972. They now operate six stores; <br />four in the Twin Cities and two in Madison. They are considered the best operators within the <br />chain, with their six stores consistently placing within the top ten nationally out of 154. Each of <br />their sites employ an average of six key individuals.
