The Vietnamese Buddhist Association is proposing to construct an addition to their <br />temple located at 475 Minnesota Avenue. The property is zoned R-l Single Family and is <br />designated for church use on the City's Comprehensive Land Use Guide Plan map. In R-l <br />zoning classifications, churches are considered permitted uses, provided the structures are <br />set back 30 feet rrom adjacent residential districts. The current structure is located 82 feet <br />rrom the rear property line and 10 feet rrom the west side property line. Development Summary <br /> <br />EXISTING SITE: The site under consideration is located at 475 Minnesota Avenue. <br />The parcel is 1.68 acres in size and is zoned R -1 Single Family. The site is bounded on the <br />south by Highway 36, to the east by single family residential development, to the north by <br />a recently constructed twin home, and to the west by the Concordia Meadows planned <br />unit development. The site history includes use as a previous church, a funeral home, and <br />now the home of the Phat An Temple. The existing building is located on the site such <br />that it is set back 10 feet rrom the west side property line, toward the rear ofthe property, <br />screening the existing parking lot, rrom the residential districts to the north and west. <br /> <br />PROPOSED DEVELOPMENT: The site plan provided with the variance application, <br />indicates that the Vietnamese Buddhist Association would like to construct an addition to <br />the temple to house class rooms and quarters for visiting monks to stay in while practicing <br />various aspects of Buddhism. The proposed addition would enclose an outdoor court <br />yard for meditation and other religious activities. To provide for the courtyard, the <br />Association proposes to extend the existing building line located 10 feet rrom the west <br />side property line to a point within 15 feet of the rear property line, creating a need for a <br />20 foot and 15 foot setback variance, respectively. The Association has indicated that the <br />configuration of the temple and the education wing with the enclosed courtyard are <br /> <br />1 <br />
