The hardship or practical difficulty <br />justifying their request for setback variances is that to place the education wing in rront of <br />the main entrance to the temple would reduce required parking or result in a configuration <br />that physically would not allow for internal circulation. <br /> <br />CITY ORDINANCE: Section 1013.02a ofthe Roseville City Code states that "where <br />there are practical difficulties or unusual hardships in the way of carrying out the strict <br />letter of the provisions of this code, the City Council shall have the power in a specific <br />case and after notice and public hearings, to vary any such provision in harmony with the <br />general purpose and intent thereof, and may impose such additional conditions as it <br />considers necessary so that the public health, safety, and general welfare may be secured <br />and substantial justice done". Churches are required to be set back 30 feet from adjacent <br />residential properties and the Vietnamese Buddhist Association is proposing to construct <br />the addition to the temple within 15 feet of the rear property line. <br /> <br />EMPLOYEES: Not Applicable <br /> <br />HOURS OF OPERATION: No changes <br /> <br />TRUCK TRAFFIC: None <br /> <br />BUILDING MATERIALS: Pending approval of setback variance, final plans will be <br />prepared for building permit application. Materials will be consistent (brick and/or vinyl) <br />with existing building and City code. <br /> <br />DUMPSTER/STORAGE AREA: Use existing system. <br /> <br />ROOF TOP SCREENING: Hip roof, none needed. <br /> <br />SITE DRAINAGE: Additional on site retention may be required. Engineering <br />calculations will be reviewed at time of building permit application. <br /> <br />SIGNAGE: No change in signage is anticipated. <br /> <br />LANDSCAPING: Pending approval of setback variance, final plans will be prepared for <br />building permit application. <br /> <br />SITE LIGHTING: No change is anticipated. <br /> <br />TRAFFIC/PARKING CONSIDERATIONS: Parking requirements for churches are <br />based on the number of seats in a sanctuary.
