<br />NEIGHBORHOOD INVOLVEMENT: James and Gail Westby, of480 Lovell Avenue, <br />the neighbors immediately north and adjacent to the temple property have been contacted <br />by the Association. Included with this report is their written statement supporting the <br />proposed setback variance. <br /> <br />3. Engineering Review <br /> <br />The application, at this point, is for a setback variance. If this request is approved, a <br />number of issues will need to be addressed at building permit application time including <br />rrom the engineering department's perspective: <br /> <br />1. An erosion plan must be approved. <br />2. A design to move surface water rrom inside the courtyard. <br />3. Determination about on-site ponding for the additional run-off created by the <br />proposed addition. <br /> <br />Staff Recommendation <br /> <br />1. The Vietnamese Buddhist Association is proposing to complete their facility for worship <br />by adding an educational wing that includes temporary living quarters for visiting Buddhist <br />monks. It is important to them that the building configuration include an enclosed <br />courtyard for meditation and other aspects of Buddhism. <br /> <br />The hardship has been defined by the Association. The location of the existing temple and <br />the need to retain the existing parking area preclude other locations on the site for the <br />addition. With this hardship and the consent of affected property owners to the north, <br />staff recommends approval of the Vietnamese Buddhist Association's request for a 15 <br />foot rear yard setback variance and a 20 foot sideyard setback variance subject to <br />conformance with design standards at time of building permit review. The sideyard <br />setback variance would be for the entire west side setback, bringing the existing building <br />into compliance with present zoning standards. <br /> <br />Planning Commission Recommendation: <br /> <br />1. The Planning Commission, at the November 8,1995 meeting, unanimously <br />recommended approval of Khuyen NguyenNietnamese Buddhist Association <br />request for a rear yard setback variance to the zoning ordinance for the addition of <br />an educational wing to the temple located at 475 Minnesota Avenue with the <br />following conditions: <br /> <br />a. That landscaping along the west side of the property be approved by City <br />staff. <br />b. That material stored outdoors be cleaned up. <br />c. That design materials be approved by planning staff. <br /> <br />Suggested Council Action: <br /> <br />1. Motion to approve Khuyen Nguyen/Vietnamese Buddhist Association request for a rear <br /> <br />3 <br />
