<br />Planning Commission Minutes <br />November 8, 1995 <br /> <br />Member Thein asked if the courtyard could be used to control the children rrom the pond. <br /> <br />Member Cunningham asked for elevations of the new building. <br /> <br />Member Wall asked if there was a problem with the City Code allowing a sleeping area <br />within an R-l residential area. (No) <br /> <br />Council member Goedeke asked if the proposed 15 foot setback, along the north property <br />line, would affect the property value of the owners to the north. <br /> <br />Khuyen Nguyen, representing the Buddhist Temple Association, stated that the addition to <br />the building will be used for classrooms, and expressed the Temple Association's concern <br />with regard to safety of the children near the pond. He noted the pond is deep and the <br />side slopes are steep and dangerous. The Temple Association will use the courtyard for <br />the children's play area. He noted that the project is a volunteer effort to build the <br />addition to the Temple. <br /> <br />Glen Thomas, 506-5 Lovell, asked how many children will be in the Temple classroom <br />community. Temple Association representatives stated there will normally be 50-70 <br />children but there are three large ceremonies per year. Classes are taught every Sunday <br />and sometimes on Saturday. <br /> <br />Darrell Losey, 509 Lovell Avenue, representing the Concordia Townhomes, stated that he <br />had gathered names on a petition to request a 6 foot high fence and evergreens for <br />screening. He asked that the wood sided building be replaced with a brick and vinyl <br />building and that all materials on the site be cleaned up and that the Buddhist Temple <br />Association respect the property of the townhomes. He stated that the courtyard, as <br />proposed, is not large enough and the children will not all be within the courtyard. He <br />noted that the courtyard has a plan to include a small pond and bridge. The fence along <br />the property line will be a deterrent to the children running across the property. A natural <br />screen on the site would maintain and improve the visual appeal of the site. <br /> <br />Chairman Wietecki stated that the pond is an attractive nuisance and is located on the <br />Concordia's property and should be fenced and maintained by the Homeowners <br />Association. He asked why the pond does not drain properly. Mr. Losey provided some <br />background regarding the Rottlund correction to the pond grading. He stated the City <br />had allowed the pond to hold water when regraded. Chairman Wietecki stated that the <br />issue should be, is your Concordia Townhome Association property a thoroughfare for <br />children and can conditions be attached to the variance to assist in correcting this problem. <br /> <br />Member Cunningham asked what was the size of the pond and how much fencing would <br />be required. Michael Falk responded that it would require at least 300 lineal feet of <br />fencing around the pond. <br /> <br />Member Thein expressed concern that the members of the Temple are coming onto the <br />property and that the property be maintained and reduce unsightliness. <br /> <br />5 <br />
