County Road B-2. <br /> <br />Background: <br /> <br />Lava Links is an amusement center located in the Crossroads Mall at 1655 W. County <br />Road B-2 in Roseville. They have been operating at this location since 1991. This <br />property is zoned SC Shopping Center; amusement centers require a conditional use <br />permit in this zoning district. Lava Links is proposing to add 14 additional amusement <br />devices which, in addition to licensing, requires that the existing conditional use permit be <br />amended. <br /> <br />Conditional uses are defined in the City code as a class of uses which are deemed desirable <br />for the public welfare within a given district or districts but which are potentially <br />incompatible with the typical use permitted within such classifications. When reviewing an <br />application for a conditional use permit, the Planning Commission and City Council should <br />consider the following criteria: <br /> <br />1. Impact on traffic. <br />2. Impact on parks, streets, and other public utilities. <br />3. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. <br />4. Impact of the use on the market value of contiguous properties. <br />5. Impact on the general public health, safety, and welfare. <br />6. Compatibility with the City's Comprehensive Plan. <br /> <br />2. Development Summary <br /> <br />EXISTING SITE: As indicated earlier, Lava Links received approval of a conditional <br />use permit for an entertainment center and began operations at the Crossroads Mall in <br />Roseville in 1991. In September 1993, Lava Links applied for an amendment to this <br />existing conditional use permit to expand their amusement center by 1700 square feet and <br />to increase the number of amusement devices ITom 16 to 36 licensed games at that <br />location. In January of 1994, an amendment to the conditional use permit was granted by <br />the City Council. <br /> <br />PROPOSED DEVELOPMENT: To meet customer demands, Lava Links is proposing <br />to increase the number of amusement devices by 14, bringing the total games to 50.
