WORK SESSION ITEM NO. 6

MEMORANDUM

Community Development

490-2236

Date:

April 11, 1996

To:

Dennis Welsch

From:

Mike Falk and Rick Jopke~ 1\1

Subject:

Proposed Rice Street Corridor Development Moratorium

Attached for Council consideration is a draft ordinance declaring a moratorium on
the consideration of all applications for building permits and zoning related
approvals for land in Roseville along the Rice Street Corridor. The purpose of the
moratorium is to allow time for the completion of a study of this corridor to insure
that development will occur which is compatible with the Comprehensive Land Use
Guide Plans of the City ofRoseville and adjacent communities.

At this point, the date ending the moratorium has been left blank pending refinement
of the schedule for the Rice Street Corridor study. If this ordinance is adopted by
the City Council, all development activities in Roseville along the Rice Street
Corridor will be delayed until the date finally established in the ordinance. If after
the April 15, 1996 Work Session, the Council wishes to pursue the moratorium, we
suggest that the City's legal counsel review the proposed ordinance prior to the first
reading.
