<br />REQUEST FOR PLANNING COMMISSION ACTION <br />DATE: 4-10-96 <br />CASE No:2 ~S- <br />Department Approval: Agenda Section: <br />7(b) <br />Other Actions <br />Item Description: MIKE HAASE - ZEECE PROPERTY - CONSOLIDATION <br />WITH CITY PROPERTY PUD SKETCH PLAN <br /> <br />Backs!round: <br />Staff has begun working on a PUD with developer Mike Haase and Michael <br />Mularoni, architect, a potential buyer of the Zeece site and the adjoining city parcel. <br />The 6 acre Zeece property, located at Albermarle and County Road B, is a <br />subdivision that has not developed because it has some soil problems. The city owns <br />2.0 acres adjacent to the site. The Council's policy has been to discuss this type of <br />request at a work session before requesting the developer to begin the <br />hearing/approval process. The Council did review this proposal at a work session in <br />February, 1996. <br /> <br />Haase's company does smalr.apartment and toWnhouse projects on infill sites. He is <br />proposing to construct 12 buildings, each with 6 housing units - a total of 72 new <br />housing units. This type of project has been built in Hutchinson, Minnesota, but <br />there are none here in the Twin Cities similar to this unit. Each unit would have 2 <br />units at ground level and 4 units on the second and third levels. Two buildings are <br />proposed to be rental buildings (12 total units) with the remainder to be owner <br />occupied units. The garages for each unit would be attached and designed so that a <br />resident would have spaces (one in front of the other) within the garage. <br />Refinements are necessary on the amount of paving and turning movement area in <br />front of each garage. Guest parking is also not shown. The buildings are proposed to <br />be maintenance free exteriors. See the attached PUD sketch plan. <br /> <br />In September of 1994, the City adopted a new comprehensive plan designation <br />for this site that allowed medium density housing (4 to 10 units per acre) in a <br />Planned Unit Development format, provided the units that face Burke have an <br />architectural design that makes them compatible with single family units. <br /> <br />The Zeece family (father and son) own homes within the project area and are <br />proposing to add their lots to the PUD to increase the available land and density. <br />
