<br />2 <br /> <br /> <br />Alternative 1 ( CHANGE THE TIME): <br />An amendment could PROlIIBIT certain types of activities that create <br />offensive noises during the 10:00 pm to 7:00 am" time frame. Deliveries and <br />rubbish pick-up are prime examples and have been regulated in the <br />Commons/Crossings center area by PUD. Snow piowing is more complicated. <br />There would be some hardship in shopping center areas, schools and churches, and <br />areas where industrIal/office employees park if plowing could not be done over <br />night. <br /> <br />Alternative 2 ( CHANGE TIME & LOCATION): <br />An amendment could regulate the noise by distance as well as time. For <br />example the 10:00 pm to 7:00 am prohibited time frame may be adopted for all the <br />areas of commercial/industrial properties thaf are within 300 feet of "R-l" and "R-2" <br />land. <br /> <br />Alternative 3 (PLAN BY OWNERS): <br />An amendment could regulate the noise and other activities by requiring <br />different times. setbacks, and an annual plan from each property <br />owner/manager (with management changes or adaption) to be approved by the <br />Council each fall - before the next snow season. The property owner could then <br />decide if rubbish could be handled indoors, more screenirig and noise buffers <br />provided on parking lots, or whether the owIier should simply comply with city <br />times and/or setbacks. <br /> <br />The exceptions to the Code would be street maintenance/plowing deemed necessary <br />by the Public Works Director. <br /> <br />Impacts on Properties: <br />In terms of impact and ordinance notification, the staff fOWld the following: There <br />are 412 parcels (817 acres) zoned business or shopping center; there are 2476 <br />parcels within 350 feet of these business/shopping center parcels. There are 64 <br />school or church parcels (330 acres) with an additional 600 parcels within 350 feet <br /> <br />In total, this ordinance would put new regulation on approximately 475 parcels <br />(1137 acres) which, in turn, have 3040 parcels within 350 feet. For comparison, the <br />city has a total of 8,600 acres and more than 12,000 parcels. <br />
